About this opportunity
The Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground is seeking a small business contractor to provide Materiel Fielding and Medical Liaison Support Services for the Program Executive Office Soldier's Soldier Medical Devices division. The contract requires supporting medical equipment procurement, distribution, and sustainment operations across multiple military installations including locations in the continental United States and Germany. Contractors must provide staffing with Secret security clearances, including key personnel such as a Program Manager, Management Analysts, and Logistics Analysts who will support medical materiel fielding missions. While specific evaluation criteria are not fully detailed in the pre-solicitation documents, the government will likely assess past performance, technical capability, and compliance with complex staffing and logistical requirements. The draft Request for Proposal (RFP) was posted on February 3, 2025, with questions due by February 14, 2025, indicating a tight timeline for potential offerors to prepare their submissions.
The opportunity is set aside exclusively for small businesses and is based on the North American Industry Classification System (NAICS) code 541614 for Process, Physical Distribution, and Logistics Consulting Services. The incumbent contract number is W81XWH-20-F-0072, and the new contract will cover a base period from July 2025 to July 2026 with four potential option periods extending through July 2030. The total estimated contract hours are 423,000 across all periods, with an initial base period requiring 84,600 hours of support services. Staffing will include multiple Logistics Analyst positions at various ranks, with personnel stationed at key military installations including Fort Detrick, Fort Carson, Fort Cavazos, Fort Liberty, Fort Campbell, Joint Base Lewis-McChord, Joint Base Elmendorf-Richardson, and Daenner Kaserne in Germany. While specific budget ranges were not explicitly stated, the comprehensive staffing and multi-year nature of the contract suggest a significant potential contract value.
