About this file

This is a questions and answers document containing 88 industry questions and government responses related to a draft RFP for Materiel Fielding and Medical Liaison Support Services. The questions address various aspects of the draft solicitation including clarifications on full-time equivalent (FTE) hours (established as 1880 hours), security clearance requirements (Secret clearance required, no interim clearances allowed), past performance timeframe (extended to 6 years), and facility/workspace arrangements (government provides space at Fort Detrick, contractor responsible for other locations).

Key clarifications include: the incumbent contract number is W81XWH-20-F-0072, the requirement will remain as a small business set-aside rather than being restricted to 8(a) or SDVOSB firms, the Service Contract Act applies, government-furnished equipment includes laptops for all employees and mobile phones for liaison officers only, and material handling equipment will be provided by gaining commands. The government also clarified that Program Management Plans and Quality Control Plans will not count against the 10-page technical volume limit, and that Past Performance Assessment Questionnaires will be required regardless of CPARS availability. Travel estimates are provided as plug numbers and will be reimbursed based on actual fieldings executed.

Question

Volume Section / Page Question Response

1 RFP

52.212-5; last sentence on

Please confirm that this contract requires professional services and does not adhere to the provisions of the

Service Contract Act, including wage determinations.

Justification: The scope of tasks calls for specialized knowledge and expertise of medical SKO composition and useability, Department of the Army property accountability, supporting information technologies, as well as professional liaison support. This appears to be professional services in nature.

The Service Contract Act may apply to parts of this contract. Not all positions would be covered by SCA.

2 RFP

52.212-5; last sentence on

If the SCA provisions apply, would the government clarify the process to account for adjustments to SCA wage and fringe rates over the life of the contract, given the fixed price is set at the time of award. Additionally, would the government please provide the required Occupational Codes, and Occupational Titles. Additionally, given the transient nature of this work, please clarify the State and Counties to use for wage determination.

Follow clause 52.212-5 and refer to https://www.dol.gov/agencies/whd/government-contracts/service-contracts for further guidance. The Occupational Titles and Codes will be provided in the Attachment 003 - LOE Descriptions.

5 RFP

Section 2.1 (Management

Approach) and Section 2.2

Subfactor 2: Fielding Support;

The decomposition of Subfactor 2 (Fielding Support) references four subordinate "support areas" that reference

PWS Sections yet use alternate terminology. Specific examples creating confusion include:

1. Program Management Support Services (Fielding) vs. Program Management Support (Contractor Task

Management) vs. General Management Professional Services

2. Logistics Analysis Material Fielding (Fielding) vs. Logistics Analyst Field Support Services vs. Management

Analyst Support Service

3. Logistics Analysis - Medical Liaisons Support Services vs. Medical Liaison Support Services

4. Transportation Coordinator / Logistics Analyst Support Services for FID (Material Fielding) vs.

Management Analyst Support Services

6 RFP 3.0 (Sub Factor Management)

Would the government please clarify the distinction between Program Management Support (PWS 1.4 and 2.1 -

2.12) evaluated in Subfactor 1 and Program Management Support Services (Fielding) which makes reference to PWS 2.13 and is evaluated in Subfactor 2.

* This is very important given the prescriptive instructions related to Volume content and formatting

7 RFP

Additional Information Notes;

page 3-7

Please confirm that the government will allow the contractor to allocate G&A expenses as part of the cost structure in accordance to FAR 31.205-6(g). This specifically applies to Item 0002, 0003, 0005, and 0006; as well as the same Items during the option periods.

FAR 31.205-6(g) does not apply to this contract as this is not a personal service contract. Vendor is allowed to include

G&A expenses into Travel and ODC CLINS (cost reimbursement CLINS).

8 RFP

Additional Information Notes;

page 3-7

We understand there is a facility in West Virginia where contractors work that includes government owned information technology (IT) and IT infrastructure. This gives rise to several questions:

a. Is this a government owned and operated facility?

b. Is this a contractor owned and operated facility?

c. If it is contractor owned and operated, does the government include this cost as part of Item Number 0003

(Other Direct Costs) NO or does the government prefer to have this cost included within the fully burdened firm-fixed-price cost of Item Number 0001 (Labor). YES

d. What government owned resources are in this facility to include IT equipment, infrastructure, physical security items, property, files, data, and database.

e. Does the government provide any on-site IT support?

a. No b. Yes c. No, the contractor needs to build this cost into their overhead or general & administrative expense rate.

d. Uploaded GFE Smartform from PIEE. IM/IT supports GFE provided equipment. Situationally dependent, IM/IT can provided on-site or remote support.

9 RFP

4.2 (Performance

Descriptions); page 50 and 51

Please confirm that the government seeks only one PPQ per past performance, not up to three PPQs per past performance.

We only require one (1) PPAQ per Past Performance.

10 RFP

List of Contract Documents;

To allow industry to best design our Quality Control Plan, would the government please release a draft copy of the QASP?

A final QASP will be provided in the final RFP.

11 RFP 6.1 (Price Proposal); page 51 Does the government consider 1920 or 1880 hours to be a FTE? The RFP states 1920 while Attachment 0003 communicated 1880 in Attachment 0003.

1880 hours will be the Full Time Equivalent Work.

W911QY-25-R-A001 - Materiel Fielding and Medical

Liaison Support Services

The following questions are all related and a result of a lack of congruence in terminology associated with the scope of requirements. I attempted to build a work breakdown structure that mapped to the proposal instructions and the staffing plan and became increasingly confused. Overall, the government may increase the likelihood of receiving better solutions if the language and scope throughout the different sections of the RFP are more consistent.

End of Requirements mapping questions and recommendations

PLEASE NOTE THAT THE FINAL RFP WILL HAVE NAICS CODE 541990

12 RFP

6.0 (Volume V: Price); page 51 and Evaluation Factors for

Award Section 4.0 Factor 3:

Price (Volume V)

Given that the contract is a firm-fixed price with an established level of effort, can you clarify the methodology or criteria the government will use to evaluate price realism, particularly with respect to whether contractors are adequately staffing the project to meet the level of effort outlined in the performance work statement (PWS) and

Attachment 003?

Recommendation: Given the likelihood that contractors may under-staff the effort to lower their proposed prices, the government would benefit from thoroughly evaluating the pricing methodology used in the proposals.

This should include assessing whether the proposed labor rates, staffing levels, and total labor hours are realistic and aligned with established levels of effort. The government should specifically look for any inconsistencies or underestimations in staffing plans that might indicate an unrealistic price that doesn’t adequately cover the resources needed to meet the contract’s objectives. A detailed review of the pricing approach would ensure that contractors are not proposing prices that compromise staffing adequacy or the quality of performance required under the contract.

Justification: Analysis of the current contract spend using the Federal Procurement Data System (FPDS) and

LCAT rates demonstrates that the incumbent contractor is likely not staffing the full level of effort required under the existing contract. Current LCAT rates appear to be exceedingly low with no room for contractor indirect costs

(fringe, G&A, and overhead) or fee (profit). Current rates with very modest indirect costs and profit do not appear to meet some of the minimal rates established by the US Department of Labor.

The data suggests that the current labor hours and staffing levels do not align with the scope of work outlined in the performance work statement (PWS), which raises concerns about the realism of proposed prices from both the incumbent and potential competitors. This analysis underscores the importance of closely reviewing the pricing methodology to ensure that contractors are adequately resourced to perform the contract without compromising quality or performance.

Price analysis will be done in accordance with FAR 15.404-1(b).

13 PWS 1.3 (Objectives); Page 1

Would the government consider an additional objective that is more mission and results-based.

Recommendation: Consider including an objective such as, "Collaborate with the PMO SMD and key stakeholder organizations to effectively and efficiently support the medical material readiness of the operational

Army through materiel fielding and medical liaison support services."

Justification: This objective charges industry to create opportunities for greater efficiency and focus on readiness. Additionally, this objective aligns nicely to the evaluation criterial specified within Subfactor 1

(Management Approach).

The Government accepts your recommendation. PWS adjusted.

14 PWS and LOE

PWS 5.2.1

PWS states Contractor is responsible for conducting business, Monday through Friday during the core business hours of 0900 – 1500.

LOE and PWS list multiple locations. Is there one core location for hours or are the contractors expected to work the 0900-1500 within their specific time zone?

Based on location of work to be performed. Update hours to 1880

15 PWS 2.12.2, pg. 11

Would the government provide Attachment XX referenced in PWS Section 2.12.2 to communicate the baseline standard for fielding personnel? Also please confirm that this is just fielding personnel and not the entire contract team.

Deleted from PWS

16 PWS 2.12.2; page 11

Would the government please confirm that the DoD provides pre-deployment readiness and mobilization support including predeployment health screening, theater specific training, and operational protective equipment to contractors at no cost? If this is not the case, please confirm that the government would include this within the ODC CLIN.

Current understanding, at no cost. Ask sites to see how contractor or gov pays for this. PWS to be updated

PWS

2.12; page 11

CDRL A004

Would the government please confirm if any government operated information systems are available to manage and monitor contractor deployability? Specifically, does the organization include contractors within it's

MEDPROS / MODs force tree?

No. Upon a notification of a scheduled fielding requiring medical screening and vaccinations. Contractor will coordinate with COR to identify medical standards and processing through available civilian resources or DoD facility for AOR required vaccinations.

17 RFP

Section 3.4 (Subfactor 4) on page 50 and Evaluation Factor

Matrix; page 53

Please clarify the governments intent to evaluate Subfactor 4 (Incoming Transition Plan) as specified in RFP

3.4. Of note, Subfactor 4 is not included in the evaluation matrix on page 53 within the basis of award. In addition, PWS Section 2.5.1 (Incoming Transition Plan) states, "The Contractor shall collaborate with the

Government to develop and deliver an Incoming Transition Plan".

Recommendation:

1. Create a separate one-time CLIN for Transition -In with an government cost plug of $15,000.00 to cover the coordination and planning between government, the outgoing contractor, and the incoming contractor.

2. Set a 60-day period between notification of contract award and start of the contract.

3. Synchronize the outgoing contractors final day to coincide with the start of the new contract.

Justification: This allows the government to evaluate industries approach to coordinating, planning, and managing the transition in a manner that ensures continuity of services and reduces risk to the government.

An update to the Evaluation Factor Matrix will be made to include Subfactor 4 - Incoming Transition Plan and changes made PWS.

18 RFP

Evaluation Factors for Award, Section 1.3.3 (Factor 2) on page 56 and Section 4.3 on

Recommendation: Change Section 4.3 (Recent Contracts) from "three years from date of issuance" to five years to be congruent with the Evaluation Factors on page 56.

Justification: Three years provides unnecessary favor to the incumbent and who has been delivering the work;

this restricts competition.

Past Performance will be extended to five (5) years from date of issuance.

19 RFP

Evaluation Factors for Award, Section 2.3 Subfactor 3

(Experience); page 58 and 59

Would the government consider the descriptions of sub-sets a., b., and c. to provide increased value to the government.

Recommendations:

a. Evidence of corporate experience transitioning-in to a large contract supporting and coordinating between the outgoing contractor and the government.

b. Evidence of experience working on contract tasks comparable in risks of the requirements and improving operations.

c. Evidence supporting medical material readiness of the operational Army.

Justification: This evaluation criteria better aligns to the PMO SMD mission, the RFP objectives, and the government's stated desire for "added benefit, value, and cost savings"

The Govt will consider your recommendation and make adjustments as needed.

RFP Exhibit A

(CDRL Portfolio)

CDRL A020 (Training

Certificates) Please clarify where the government requires training certificates to be uploaded?

In accordance with CDRL - A020 located in Exhibit A. Submit to training coordinator and COR as noted in Addresses.

21 RFP

Attachment E (Position

Descriptions)

Would the government clarify the policy regarding the coverage of relocation costs for contracted employees working overseas, including any specific guidelines or limitations

Covering relocation costs would be an internal business decision. Costs of relocation would not be covered by the Govt.

23 RFP 3.1.1 & 3.1.2 ; pgs. 49 & 50

The requirements in this section states, "Offerors shall include, as an attachment to their non-cost/price proposal …"

• Is the Government's intention for respondents attach a Program Management Plan (PMP) and Quality Control

Plan (QCP) as attachments to the Volume III: Technical?

• Are the PMP and QCPs treated as attachments and not counted against the 10-page requirement for the

Volume III: Technical?

QCP and PMP are attachments to be drafted in response to the solicitation that will not be included against the 10 page limit.

24 RFP 3.1.1 & 3.1.2 ; pgs. 49 & 51 To be consistent with the rest of the proposal requirements document, we suggest changing the terminology of

"Non-Cost/Price Proposal" to "Volume II: Technical."

We made suggested edits.

25 Technical PWS pg. #3, sec 1.6.2 Will the government provide the required warehouse facilities to adequately support the logistics operations and tasks associated with PEO-SMD?

Units requirement as outlined in the material fielding agreement. Ctr generated during pre-fielding tasks

25 General N/A Is there an incumbent contract for any component of the work to be performed under this contract? If so, will the government please provide the contractor name(s) and contract number(s)?

W81XWH-20-F-0072

25 Attachment 1 - PWS6.18.2 / 39 Section 6.18.2. states, "The Contractor is responsible for providing locations with close proximity to support staff for the .mil networked copier/scanner and printers at the Contractor facility." Is an offsite contractor facility required, and, if so, will the government install a .mil server at this site?

Yes. GOV network switch is provided and maintained by GOV IM/IT

25 Attachment 1 - PWS6.15 / 37 The government should consider requiring the prime contractor to possess a Top Secret or Secret Facility

Clearance in case operational missions dictate higher levels of classification.

No

25 General N/A The government should consider adding the requirement that the contractor must be certified in Cybersecurity

Maturity Model Certification (CMMC) version 2.0. This is IAW DFARS Clause 252.204-7012 and NIST 800-171;

cybersecurity requirements for Primes and Subcontractors are no longer voluntary.

This requirement will not be added to the solicitation. Government systems will be used to conduct all work performed in the PWS.

25 RFP

Continuation of Deliveries or

Performance / 18

Page 18 of the RFP states, "Party to Pay Transportation Cost: Contractor." What transportation cost is this referring to? Is there a requirement to warehouse and ship materiel from a contractor-owned facility?

No warehouse requirement. Shipping of documents, printer/ scanner and office supplies to fielding locations are covered under ODCs CLIN.

25 General N/A

We recommend that the government compete this requirement as a Task Order on GSA MAS as a Service-

Disabled Veteran-Owned Small Business (SDVOSB) Set Aside or Small Business (SB) Set Aside under NAICS

541614SVC – Supply and Value Chain Management or NAICS 541614 – Deployment, Distribution and

Transportation Logistics Services. We recommend this because the PWS requirements are most closely aligned with logistical services defined as “Supply and Value Chain Management: Includes supply and value chain management, which involves all phases of the planning, acquisition, and management of logistics systems” and/or “Distribution and Transportation Logistics Services: Services include the following: Deployment

Logistics such as contingency planning, identifying/utilizing regional or global resources, integrating public/private sector resources, inventory/property planning, movement, storage, end-to-end industrial relocation/expansion services, and deploying communications and logistics systems to permit rapid deployment and management of supplies and equipment; Distribution and Transportation Logistics Services such as

Planning and designing, implementing, or operating systems or facilities for the movement of supplies, equipment or people by road, air, water, rail, or pipeline.”

No. To maximize competition we compete this requirement to all small businesses through SAM.gov.

25 Attachment 1 - PWS1.9 / 3

Section 1.9. Surge Support Services - (Optional Task) states, "Within the surge support tasks, the contractor shall support all objectives above and the additional surge requirements outlined below." There is no surge-related content directly below this statement. Should we refer to Section 2.20. Surge Support (Optional Tasks) for this information? If not, please provide the missing content.

Correct on PWS

25 Attachment 1 - PWS2.12.2 / 11 Section 2.12.2 references "Attachment XX," which provides the baseline standard that fielding personnel must meet. Please clarify what the attachment number is and if it's been included.

Deleted from PWS

25 Attachment 1 - PWS2.19 / 17

Regarding Section 2.19. Transportation Coordinator/Logistics Analyst Support Services for FID (Materiel

Fielding) - Will the Transportation Coordinator be performing actual functions, such as inputting shipping information into transportation systems like CMOS, or are they mainly responsible for just tracking all of the shipments to their final destinations?

No. TC is providing tracking information

26 DRFP Will the Government consider a Sole Source/Direct Award to an Alaskan Native Corporation? No. To maximize competition we will not make this requirement sole-source.

27 DRFP p 18 For transportation cost, the DRFP states the contractor is responsible to pay. Are those costs a reimbursable

ODC?

Authorized personnel travel expenses are reimbursable based on the JTR. For support materials, documentations and equipment GFE, authorized expenses will be covered by ODC CLINS.

28 DRFP p 26-27 Should CLINs 5001-5007 quantity read 6 each instead of 12? Final revisions to CLINS will be made.

29 DRFP p 43 In reference to tax exemption for Italy, is this for purchases there as the work place of performance is all

CONUS, correct?

41 Attachment 001 - PWSSection 2.12.2, page 11 Will the government provide "Attachment XX" providing the baseline deployability standard that fielding personnel must meet?

Deleted from PWS

42 Attachment 001 - PWSSection 2.18 - 2.21, pages 16-17

Recommend para 2.18 be deleted as a duplicate to 2.18.1. Numbering of 2.18.1 should change to 2.17.9 and subsequent changes to paragraph numbering through 2.17.20. All of these are tasks performed in support of

Medical Liaison Support Services. Subsequently, para 2.19 changes to 2.18, para 2.20 changes to 2.19 and para 2.21 changes to 2.20.

Corrected PWS titles and numbering

43 Draft RFP Continuation of Deliveries or

Attachment 1

(PWS)

2.21 Please clarify the tasks the Contractor shall support for Fielding Mission Support during Surge. Is it the government's intent that during surge, the Contractor supports tasks listed in 2.15 and 2.17 of the PWS?

Surge requirement is just a personnel increase to support the same PWS requirements

Section 5.1.4 requires all contractor employees to have a T3 investigation with Secret eligibility (but not necessarily a Secret clearance).

Section 5.3.4.2 requires Contractor employees that hold security clearances (secret and above) to complete training and submit documentation prior to non-contract OCONUS travel. This implies that contractors on this project will have clearances

Section 6.15 states Contractor will require access to classified data.

Will the government please delineate the security clearance requirements for each position. Which of the tasks require clearance and at what clearance level?

To ensure accurate pricing of travel budgets, will the government please confirm that the OCONUS fielding mission table in this section for each 12-month period of performance is intended to indicate the following:

58 PWS Section 2.13-2.15, and 2.19 / Page 12-15 and page 17

Perhaps some confusion around the Key Personnel and the specific tasks/responsibilities for each of the

LCATs. We didn’t see anything specific for the Management Analyst role. 2.13-2.15 covered PM, General

Management Professional Services, and Logistics Analysis respectively, but no specific call out for the

Management Analyst role, unless the intent is included in one of the other sections. 2.19 mentions the responsibilities of A Transportation Coordinator/Logistics Analyst Support Services….should this be its own Key

Personnel, separate LCAT?

Corrected the PWS

Past Performance Assessment Questionnaires are listed as mandatory, but this places a burden on other

Government officials especially if they have gone through the process of submitting CPARS. We recommend that PPAQs only be mandatory if CPARS don't exist, but if CPARS exist to make them optional.

PPAQs will be required regardless of performance indicated within CPARS.

Description

6.1, page 51 and page 1

The Draft RFP indicates FTEs should be calculated at 1920 hours, while the LOE file lists them at 1880 hours.

We recommend 1912, which has become the standard in recent years with the 11th federal holiday (2080 total hours - 88 holiday hours - 80 hours of PTO = 1912 productive hours). Whatever is chosen, we recommend consistency between these files to minimize confusion.

1880 hours will be the full FTE.

The section starting with 'Recent Contracts' in bold states that contracts should be within the past five years of issuance of the RFP, the rest of the document states three years. We recommend five years to improve the competitive landscape, but whatever is chosen we recommend consistency throughout.

We will revise the RFP to modify the Past Performance time period for up to five (5) years.

Section 1.3.2

The PWS states that "Contractors shall be located at Fort Detrick, MD and additional Contractor site locations outlined in Section 5.1." Will the Government provide workspace at these locations, or is the contractor expected to secure facilities independently?

Work spaces are provided for the Fort Detrick staff, it is the responsibility of the contractor to provide workspaces for the remainder of the team

Section 2.15.5.1

The requirement to manually lift and move equipment during fielding operations—will the Government provide material handling equipment, or is the contractor responsible for this?

MHE (Pallet Jacks, forklifts) is provided by the Gaining Command

Security Clearance Timeline

The requirement for all personnel to have a T3 Investigation with Secret Eligibility before contract performance may present a delay. Would the Government consider allowing personnel to begin work with an interim clearance while awaiting final adjudication?

3. Suggestions for Improvement

No. Unfortunately our supporting security office does not allow interim security clearances.

Evaluation Criteria

Consider clarifying how past performance and other variables will be weighted in evaluations to ensure transparency in the selection process.

Past performance will be extended to six (6) years. The evaluation criteria will be modified to state that relevant Past

Performance includes anything similar to NAICS 541990. The evaluations and weighted variables are located in Section

M.

Deliverable Schedule

Some reporting requirements (e.g., Monthly Progress Report and Fielding Analysis Report) may have overlapping data. Would the Government consider consolidating these into a single report to reduce administrative burden?

Yes. Identify duplicate reporting and make recommendations to government TPOC after award.

File details come from the government source that posted it. Updated .
