About this opportunity

The Department of the Air Force's Space Operations Command (SpOC) Mission Delta 31 is seeking small business contractors for the Global Positioning System (GPS) Engineering, Analysis, and Remote Site Sustainment III (GEARSS III) contract. This pre-solicitation notice represents a draft Request for Proposal (RFP) for professional engineering and support services related to GPS systems and remote site maintenance. The primary performance locations include Schriever Space Force Base, Vandenberg Space Force Base, and various international remote sites such as Cape Canaveral, Ascension Island, Diego Garcia, and Kwajalein Atoll. Interested contractors are required to review draft RFP documents and submit a completed Comments Resolution Matrix by March 7, 2025, at 3:00 PM Mountain Time. The government is actively seeking industry feedback to refine the solicitation, with the final RFP expected to include detailed evaluation factors and comprehensive performance work statements.

The contract is designated as a total small business set-aside under Federal Acquisition Regulation (FAR) 19.5, meaning only small businesses can compete for this opportunity. While specific award values are not disclosed in the pre-solicitation notice, the contract appears to be for engineering research and development services, classified under NAICS code 541715. The procurement process is designed to be collaborative, with the government encouraging transparent communication and industry input before finalizing the solicitation. Contractors interested in participating must verify their U.S. contractor status and request access to the Bidders Library documents by emailing the designated contracting officers. The final RFP is expected to provide more detailed information about contract duration, specific service requirements, and potential task order structures for GPS engineering and remote site sustainment activities.
