About this opportunity

The Defense Information Systems Agency (DISA) is seeking industry feedback on a draft Request for Proposal (RFP) for Enterprise Service Solutions IV (ESS IV), an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide managed storage services and on-demand storage solutions for approved locations within and outside the continental United States. The primary objective is to obtain a scalable, flexible storage system that can dynamically adapt to varying storage and throughput demands through a utility-based billing model based on actual usage. The contract will encompass comprehensive managed services including hardware, software, licensing, design services, logistics, field maintenance, and systems engineering services to support all application workloads. Evaluation will be conducted through a multi-phase process including written proposals, oral presentations, and potential Proof of Concept demonstrations, with key evaluation factors including Small Business Participation Plan, Supply Chain Risk Management Plan, and Technical/Management Approach using a best value trade-off methodology. The deadline for submitting feedback on the draft RFP and Performance Work Statement is December 29, 2025, and the government will not accept actual proposals in response to this draft notice but will consider all submitted comments before finalizing and publishing the formal solicitation.

No set-aside designations have been applied to this procurement. The contract carries an estimated total value of approximately $500 million and will consist of a five-year base period with five one-year renewal options, providing a potential ten-year contract lifecycle. The solicitation includes mandatory minimum small business participation goals requiring 23 percent participation by small businesses, 5 percent by small disadvantaged businesses, 5 percent by women-owned small businesses, 3 percent by HUBZone businesses, and 5 percent by service-disabled veteran-owned small businesses. The sample task order provided details a multi-tenant infrastructure environment supporting 411 physical servers, 1,430 virtual servers, 6,010 terabytes of used storage, and a total front-end throughput of 80 gigabytes per second, which represents the scale and complexity of the storage solutions being sought. Additionally, DISA requires the prime contractor to sponsor at least two facility clearance levels for small businesses during the base contract year as part of its commitment to removing barriers to entry for small business participation.

Notice text

This is a draft Request for Proposal (RFP).  The Government is seeking industry feedback on the RFP and Performance Work Statement (PWS) prior to publishing the solicitation. The Government will not provide responses to comments or suggestions received in response to this notice but will consider all information submitted before finalizing and publishing the RFP.  The Government will not accept or respond to any proposals submitted in response to this draft RFP notice.

The purpose of this indefinite delivery/indefinite quantity contract is to obtain reliable, responsive, and cost-effective managed services along with on-demand storage solutions for approved locations within the continental United States and outside of the continental United States. The current challenge is the requirement for a scalable storage system that can dynamically adapt to varying storage and throughput demands via an on-demand service model. This approach must allow for cost flexibility, being billed on a utility basis depending on actual usage throughout the contract's lifecycle. In addition, the required managed services should include comprehensive provision and maintenance of all necessary assets, such as hardware, software, licensing, and all relevant design, logistics, field maintenance, and systems engineering services. The primary objective is to ensure seamless, adaptive, and efficient storage management that can meet the evolving requirements of the Government's operations.

The scope of this contract requires a managed storage service for the Government that provides solutions for all application workloads. The solution includes the hardware, the operating software, network management tools/software, technical services, and operational control. This managed service will provide the Government with the flexibility required to satisfy requirements for security, availability, scalability, and modernization of the storage infrastructure.
