About this opportunity
This Special Notice is a draft Request for Proposal (RFP) issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 19, for Positive Airway Pressure (PAP) Devices and Accessories as a recompete procurement. The solicitation seeks to establish multiple award, firm-fixed-price indefinite delivery/indefinite quantity (IDIQ) contracts to supply various PAP devices including Auto-Titrating APAP, Adaptive Servo-Ventilation (ASV), Bi-Level Positive Airway Pressure (BPAP), and Volume Assured Pressure Support (VAPS) machines, along with associated accessories such as filters, tubing, masks, and chin straps. The potential contract value is $7.8 billion over a 10-year period, comprising a 5-year base period from February 15, 2026, through February 14, 2031, with one 5-year option period. Since this is a draft solicitation, no proposals are being accepted at this time; rather, the VA is seeking industry input to refine the requirements prior to issuance of the final RFP. The notice emphasizes that this is an information and planning exercise to facilitate industry feedback and alignment with government needs.
The purpose of this Special Notice is to allow industry partners to review the draft requirements and provide substantive input before the final solicitation is released. Interested contractors must RSVP for an Industry Day scheduled for November 4-5, 2025, via teleconference no later than October 3, 2025, and must submit all written questions and concerns to Jonathan.saiz@va.gov no later than October 13, 2025; responses to submitted questions will be provided in an amendment by November 15, 2025. The procurement uses a tiered set-aside approach prioritizing Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), and the VA has applied a class waiver of the Nonmanufacturer Rule allowing qualified dealers to supply products from any manufacturer on contracts set aside for small business categories. Eligible contractors must demonstrate the technical capability to meet comprehensive specifications for PAP devices, including weight restrictions (7 lbs or less), noise levels below 40 dB, wireless data transmission, cross-manufacturer interface compatibility, and minimum 90-day warranties with preferred 2-5 year coverage. Contractors should review the attached technical requirements, price schedule, and list of currently approved devices from manufacturers such as ResMed, Philips Respironics, and Fisher & Paykel to understand the competitive landscape and submission expectations for the final RFP.
