About this opportunity

The Defense Information Systems Agency (DISA) is seeking industry feedback on a draft Request for Proposal (RFP) for Capacity Services Communications III, an indefinite delivery/indefinite quantity (ID/IQ) contract to procure scalable communication infrastructure services. The procurement includes hardware, operating software, storage, network management tools, automation software, and technical services designed to provide DISA with flexible, on-demand communications capabilities across DISA and other approved locations. Key contract requirements include supporting dynamically scalable infrastructure that can adjust to changing communications needs, delivering secure and modern data center and hybrid-cloud solutions, and meeting rigorous standards for security, availability, scalability, and modernization. Proposals will be evaluated using a best value trade-off methodology that emphasizes technical factors over price, with evaluation criteria including technical approach, small business participation plans, pricing, and supply chain risk management. The deadline for submitting comments and feedback on the draft RFP is December 9, 2025, though the government will not respond to individual submissions but will consider all information received before finalizing the solicitation.

This pre-solicitation notice does not employ any set-aside designations, and no incumbent contractor information is disclosed in the materials. The contract is structured as an IDIQ with a base period of five years and five optional additional years, potentially extending from April 2026 through April 2036 for a total ten-year period of performance. Key numerical requirements indicate the contract must support 1,000 physical and 3,000 virtual hosts per data center with throughput capabilities ranging from 10Gbps to 100Gbps, reflecting the substantial scale of the communications infrastructure being procured. The pricing workbook provided includes multiple service tiers (Gold, Silver, Bronze) and geographical coverage options (CONUS and OCONUS) with line item pricing for various network components and technical personnel services. The contractor must also sponsor facility clearances for small business partners and implement zero trust architecture and micro-segmentation capabilities as part of the technical solution.
