About this file
This document is a Performance Work Statement (PWS) Appendix detailing minimum technical specifications for IT equipment enclosures (racks) used in Defense Information Systems Agency (DISA) datacenters. The standard defines rigid requirements for rack characteristics, including mandatory specifications such as 42U height, powder-coated black interior and exterior, full height solid metal side panels, perforated metal front and rear doors, removable top panels, and cable management features.
The technical requirements specify detailed physical and performance parameters, including static load capacity of 3,000 lbs, rolling load capacity of 2,250 lbs, seismic zone compliance, and specific dimensional constraints. Preferred rack dimensions are 24 inches wide, 42-48 inches deep, and 79 inches tall. Installation requirements mandate specific aisle widths, airflow configurations, and grounding protocols. The document also stipulates a 5-year manufacturer warranty, requires original equipment manufacturer replacement parts within 3 days, and emphasizes that racks must meet commercial market standards with at least 2 years of proven use prior to acquisition.

UNCLASSIFIED – FOR OFFICIAL USE ONLY
Minimum Technical Specification for IT Equipment Enclosures (Racks) DISA Facilities Engineering Circular Attachment 27-02
Effective Date: 10 September 2020
Purpose This standard defines the electrical and mechanical characteristics and requirements for IT equipment enclosures (racks) to be deployed at DISA (Defense Information Systems Agency, Facilities Engineering Denver) datacenters.
SCOPE
This standard covers the requirements for racks and required accessories. Other types of racks for specialized equipment (such as midrange and mainframe computers), complete rack-based vendor‑provided systems, and other special uses are possible and will not necessarily be fully compliant with this standard. Specific modifications to this standard will be made on a case-by-case basis for these specific needs, using this standard as guidance based on the physical conditions at the datacenters.
Racks are subject to specific rigid requirements because products to be installed at DISA datacenters must meet the physical environment of our buildings first. Products that do not meet these requirements are not acceptable and shall not be ordered, purchased, accepted, or installed on DISA computer floors.
REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred within the text by the basic designation only. The current revision of the reference, including all issued updates, must be followed.
The advisory provisions are mandatory. Substitute "must" for "should" wherever it appears and interpret all references to the "authority having jurisdiction" and "owner" to mean the Contracting Officer and DISA.
DEFINITIONS
Not Used.
Requirements Equipment Requirements General Requirements All racks must meet the following:
Supplemental equipment not listed in DISA Facilities Engineering Circular Attachment 26-5, Minimum Technical Specification for Power Accessories for IT Racks, (i.e., rack-mounted UPS or fans) are prohibited.
Rack height: 42U Factory assembled, delivered ready for the installation of customer supplied electronic equipment.
Powder-coated black on interior and exterior cabinet surfaces.
It is prohibited to use an electroplated zinc coating on the interior surface.
Side panels:
Full height solid metal, 18 gauge minimum Flush mounted Removable Locking, with key lock. Lock must be replaceable.
Front and rear doors:
Perforated metal, 18 gauge minimum Secure latching, with key lock. Lock must be replaceable.
Reversible positioning for left or right hinging (lift-off hinges preferred), dual doors are acceptable Minimum opening of 120 degrees Top panel:
Solid metal, 18 gauge minimum Removable Cabling with knockouts or holes Plastic non-conductive grommets with brushes available for routing cable Provided with blanking panels in the following heights: 1U, 2U, 3U, 4U, 8U, and 16U. Blanking panels shall fit any model rack of the same width.
19 inch rack mount rails, adjustable mounting depth Cable management chases. Vertical units shall be removable.
Leveling feet and retractable casters at each corner Grounding:
The grounding bar shall be in the rear bottom of the rack.
All cabinet components shall be bonded directly to the frame Designed to meet the following:
Static load of 3,000 lb. gross weight, Rolling load of 2,250 lb. gross weight.
For installations in seismic zone I, II, III, or IV, the installed rack must withstand the effects of a seismic event.
The term “withstand” means “the unit remains in place without separation of any parts when subject to the seismic forces specified and remain fully operational after the seismic event.”
Installation methodology for seismic zones must be approved by DISA.
In accordance with the following:
UL 94, HB rating for all plastic materials IP 20 protection class For installations in the European Union, RoHS compliant Utilize zero U accessories when the option is available. All racks provided as part of the project shall be configured to use the same key.
Rack External Dimensions Unless otherwise approved by DISA, all racks must meet one the following dimensional requirements:
DISA Standard Rack The preferred rack for use in DISA datacenters have the following external dimensions:
External dimensions (nominal):
Width: 24 inches (600 mm) Depth: 42 inches (1070 mm) minimum, 48 inches (1200 mm) maximum Height: 79 inches (1991 mm) preferred COM Rack COM racks may use either the DISA standard rack external dimensions, or the following:
External dimensions (nominal):
Width: 30 inches (750 mm) Depth: 42 inches (1070 mm) minimum, 48 inches (1200 mm) maximum Height: 79 inches (1991 mm) preferred Standard Products Provide materials and equipment which are the standard products of a manufacturer regularly engaged in the manufacture of such products which are of equal material, design and workmanship. Products must meet the following:
Satisfactorily used in commercial or industrial facilities for at least 2 years prior to the current acquisition, including applications of equipment and materials under similar circumstances and of similar size.
Available for purchase in the commercial market through advertisements, manufacturer’s catalogs, or brochures for at least 2 years prior to the current acquisition.
Single manufacturer when two or more items of the same class of equipment are required.
Installation Requirements The Contractor installing the racks must ensure the following:
Placement of racks must follow the master plan layout for the installation site, approved by DISA.
Rows shall not exceed 50 feet without egress pathways Hot aisles shall be at least 48 inches wide.
Cold aisles shall be at least 72 inches wide.
Front/rear rack egress is a minimum of 36 inches.
Preferred egress between a CRAC or CRAH unit and any side of the rack is 6 ft.
Equipment installed in the rack must have front to back air flow.
Mounting equipment in the rack on a shelf is prohibited unless the equipment does not have an option for rail mounting.
Remove shipping anti-tip plates prior to installation.
All racks must be outfitted or retrofitted with blanking panels between equipment loads for proper airflow distribution.
Utilize plastic non-conductive grommets with brushes where cables enter the rack from the top.
Utilize wire management equipment to direct power and datacomm cabling to the rear edges/rear corner posts of the racks. Power and datacomm cabling shall be routed separately.
Connect each rack frame grounding bar to the signal reference grid (SRG) with a #6 AWG wire, zinc plated bolt, nut and lock washer at the ground bar, and irreversible crimp at the SRG.
Racks shall not be bonded together.
Replacement Parts Original equipment manufacturer replacement parts shall be available within a 3-day timeframe.
DELIVERY, STORAGE, AND HANDLING
Carefully handle, store, and protect equipment and materials to prevent damage before and during installation in accordance with manufacturer's recommendations, and as approved by the Contracting Officer. Do not subject equipment and materials to shock. Replace damaged or defective items. Protect from the weather, humidity and temperature variation; and dirt, dust, or other contaminants.
Deliver equipment to an inside location in the facility. Provide all necessary equipment and lifts to receive and move the delivered equipment. Coordinate inside delivery with the Government 30 days prior to shipping. Coordinate interim indoor storage requirements and location with the Government as soon as possible. Ensure onsite storage conditions meet the minimum requirements by the manufacturer to ensure warranty coverage. Provide physical installation to the final location inside the facility.
