About this file

This document is a Commercial Solutions Opening (CSO) draft issued by the U.S. Army Contracting Command - Orlando for the Next Generation Trackless Targets (NGTT) Family of Products. The CSO seeks innovative commercial products and technologies to develop advanced trackless mobile targets that enhance training realism and soldier lethality, capable of simulating realistic moving infantry and vehicle targets in various environments (CONUS and OCONUS). The targets must be compatible with current Future Army System of Integrated Targets (FASIT) operating software, represent movements of individuals and vehicles across different terrains, and be engageable by small caliber ammunition up to .50 caliber.

The solicitation follows a three-phase submission process: Phase 0 requires a 5-page solution brief, Phase 1 involves government evaluation of technical merit and innovation, and Phase 2 includes a presentation/pitch session with detailed technical and business viability. Phase 3 requires a full proposal with technical and price volumes. The government anticipates awarding fixed-price contracts or other agreements, with the potential for multiple awards or no awards based on evaluation results. Key features include iterative prototyping, possible follow-on production contracts, and the option to adopt a commercial solution without entering a prototyping phase. Foreign-owned businesses may participate, and joint ventures are allowed, subject to applicable regulations.
