About this opportunity
The Department of the Air Force Air Mobility Command seeks aircraft wash, corrosion control, and miscellaneous maintenance services for C-17 and C-5 aircraft at Dover Air Force Base, with proposals due July 7, 2026, and questions due June 8 at 12 P.M. EDT. The procurement is set-aside for small business concerns, NAICS 488190, with a size standard of $40 million.
Place of performance is Dover, Delaware. The contract runs from October 1, 2026, through September 30, 2031, with three contract line items: C-17 services (CLIN 0001, 12-month firm fixed price), C-5 services (CLIN 0002, 12-month firm fixed price), and emergency services (CLIN 0003, hourly firm fixed price). Services must be delivered within 30 days of award. The contractor must maintain a site manager with greater than 10 years of experience, supply all equipment including wash vehicles and hi-lifts (minimum heights: 30 feet for C-5 upper fuselage, 25 feet for C-17; 65 feet for C-5 tail, 55 feet for C-17), procure wash soap (MIL-PRF-87937 Type IV), and provide 24/7 availability. Government furnishes tow equipment, facilities, utilities, LAN access, and specified bench stock materials. Contractor personnel cannot begin work until base access processing is complete, including Common Access Card issuance, LAN/G081 access, LOGNET verification, and NAC/ASCAS clearance (processing up to 60 days for NAC/ASCAS, up to 90 days for Secret clearance). Wage Determination 2015-4217 Revision 33 applies. Service Contract Labor Standards establish Aircraft Mechanic Helper (WG-5) at $28.59 per hour plus 29 percent fringe benefits and Aircraft Servicer (WG-7) at $32.91 per hour plus 29 percent fringe benefits.
Evaluation uses Lowest Price Technically Acceptable methodology, awarding to the lowest-priced quoter whose submission is technically acceptable with acceptable past performance. Technical evaluation assesses four mandatory subfactors—Technical Approach (including contingency planning for personnel shortages and equipment failures), Quality Control Plan, Contractor Personnel Training Plan, and Mission Essential Plan—each rated acceptable or unacceptable; failure in any renders the entire submission unacceptable. Past performance must be current (within five years, minimum six-month duration) and relevant to similar aircraft corrosion control services; unknown or neutral past performance is acceptable. Submissions are limited to 30 pages across three volumes: Volume I (pricing), Volume II (technical approach, quality control, training, and mission essential plan), and Volume III (past performance). Questions are directed to Anna George (anna.george.2@us.af.mil) or TSgt James Meeks (james.meeks.1@us.af.mil). Quoters must hold pricing firm until November 30, 2026. Amendment 4 extended the submission deadline from June 30 to July 7 and updated the PWS dated June 23, 2026.
