About this file
This document is a federal solicitation containing clauses incorporated by reference for Air Force contract FA449726Q0022. The solicitation incorporates numerous Defense Federal Acquisition Regulation Supplement (DFARS) and Federal Acquisition Regulation (FAR) clauses governing contractor requirements, compliance obligations, and contract administration procedures. Key clauses address safeguarding covered defense information, cybersecurity incident reporting, antiterrorism awareness training, prohibition on covered defense telecommunications equipment, buy American preferences, small business subcontracting limitations, Service Contract Labor Standards, equal employment opportunity, and organizational conflicts of interest. Payment submission procedures utilize the Wide Area WorkFlow (WAWF) system with routing data specifying DoDAAC codes (F87700, FA4497, 41Q2EM). The contract includes provisions for continuation of essential contractor services during crisis situations and mandatory site visits. Contracting Officer representative authority is assigned, and the document establishes an ombudsman point of contact (Ms. Lisa A. Gross, Scott AFB) for dispute resolution. Additional requirements mandate contractor compliance with health and safety standards on government installations, base access procedures requiring identification badges and vehicle passes, and Common Access Card (CAC) acquisition for personnel requiring logical or physical access to DoD facilities. The contract establishes restrictions on organizational conflicts of interest prohibiting the contractor from supplying major system components for the life of the system. Evaluation factors include price, technical approach, and past performance, with options to extend services available up to six months and options to extend contract terms up to five years six months total duration.
