About this opportunity
The United States Air Force Test Pilot School (TPS) is seeking a contractor to provide a Douglas A-1 Skyraider aircraft and qualified flight instructors for Qualitative Evaluation (QE) flights at Edwards Air Force Base in California and Eglin Air Force Base in Florida. The Department of the Air Force Materiel Command Test Center intends to use this aircraft to broaden students' experience with historically significant attack aircraft and introduce pilots, navigators, and engineers to unique flying characteristics. Contractor personnel must possess FAA Commercial Pilot Certificates, have a minimum of 1,500 total flight hours with 250 hours specifically in the A-1 Skyraider, and instructor pilots must have 500 total instructor hours with 50 hours instructing in this specific aircraft type. The government will require a Subject Matter Expert inspection of the aircraft before service execution, with all identified discrepancies requiring correction and documentation. Responses to this Request for Information (RFI) must be submitted by January 24, 2025, to Jaymi Taplin and Carlos Barrera via email.
The contract opportunity is designated as an 8(a) Sole Source procurement within the Flight Training NAICS category. The proposed contract structure is a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a one-year base period and subsequent option years. While specific award values were not disclosed in the documents, the contract will require the contractor to provide an airworthy A-1 Skyraider with dual controls, two seats, mode 3/A and C transponder, VHF/UHF radio, and intercom system. The aircraft must comply with FAR Part 91 airworthiness requirements and pass a comprehensive inspection by an Air Force Test Center approved expert. Notably, the government emphasizes that this RFI is for information and planning purposes only, does not guarantee a future contract, and respondents will not be compensated for preparing their submissions.

2. BACKGROUND
The USAF TPS is where the Air Force's top pilots, navigators, and engineers learn how to conduct flight tests and generate the data needed to carry out test missions. The Qualitative Evaluation (QE) program introduces students to a wide variety of aircraft exhibiting unique flying characteristics or mission systems and is used to broaden the students’ range of experience with unfamiliar aircraft. The A-1 is a historically significant, attack aircraft used in WWII and the modern era. The aircraft must be able to pass an Air Force Test Center (AFTC) approved Subject Matter Expert inspection. The TPS PM will coordinate and pay for the inspection. Any and all discrepancies noted in the inspection must be corrected and documented prior to execution.
3. SPECIFIC INFORMATION OF INTEREST
The Test Pilot School (TPS) is interested in someone who can supply a Douglas A-1 Skyraider aircraft, along with a qualified A-1 flight instructor(s), for Qualitative Evaluation (QE) flights as described in the Qualitative Evaluation Board (QRB) report at the US Air Force (USAF) Test Pilot School (TPS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. All responses should be directed to the point of contact Jaymi Taplin jaymi.taplin@us.af.mil and Carlos Barrera via email at carlos.barrera.8@us.af.mil.
