About this file
This is a Questions and Answers document for RFI 241126122355 regarding A-1 Skyraider aircraft services for the Air Force Test Center. The document addresses three vendor questions about an opportunity to provide A-1 Skyraider aircraft and qualified flight instructors for Qualitative Evaluation flights at the US Air Force Test Pilot School.
Key details include: The Air Force will accept past performance on similar aircraft types, with TPS/CC having authority to waive/reduce exact experience requirements pending review of flying resumes. Vendors do not need to secure the A-1 aircraft before proposal submission, but must provide information about the aircraft's source and maintenance history since an aircraft/facility inspection is required. The government is not currently interested in combining multiple notices into a single contract vehicle, though this may be considered in the future. The A-1 Skyraider is noted as a historic aircraft where maintenance history is particularly important.

A-1 Skyraider (241126122355) RFI Questions
1. Is the Air Force Test Center amenable to accepting past performance on similar aircraft for these notices, or if the experience must be exact? We are amenable to past performance in similar aircraft(s). Experience doesn’t have to be exact since TPS/CC has the authority to waive/reduce requirements if he approves. A review of the potential’s flying resume will be needed if do not have that data in-hand already.
2. A vendor would also like to know if the A-1 aircraft being supplied by the contractor in notice 241126122301 needs to be attained before submitting a proposal, or if this aircraft can be secured after award? There should be some info in the proposal on where the aircraft is being procured from since there is an aircraft and maintenance facility inspection involved by TPS. So…I wouldn’t have the vendor expend funds to secure the aircraft before award but we need to know where it’s coming from. The A-1 is a historic aircraft, so it’s maintenance history is important.
3. A vendor is interested in learning more about the Government’s acquisition strategy and if there is an opportunity to combine these notices, which could significantly save time and funding for the Government. Not at this moment. We are not looking for a one-stop-shop vendor at this moment. Doesn’t mean we won’t be in the future.
