About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is seeking a contractor to provide comprehensive dormitory maintenance services for six dormitory buildings totaling approximately 193,000 square feet. The solicitation (FA8601-25-R-0003) requires a contractor to perform 24/7 emergency maintenance, preventive maintenance, repairs, and Change of Occupancy (COM) services for interior and exterior facility systems. Proposals will be evaluated using two primary factors of equal importance: Technical Capability and Price, with contractors required to receive an "Acceptable" rating across eight specific subfactors including quality control, personnel, equipment, and prior experience. The technical proposal is limited to 50 pages and must demonstrate relevant residential maintenance experience. Key dates include a mandatory site visit on January 7, 2025, with questions due by January 21, 2025, and proposals due by January 29, 2025 at 10:00 AM Eastern Time.
This opportunity is designated as a Competitive 8(a) set-aside under NAICS code 561210 with a small business size standard of $47 million, targeting small businesses qualified for the 8(a) program. The contract will span a base year from May 2025 through April 2026 with four additional 12-month option periods and a 6-month extension option. The current contract (FA8601-20-C-0002) serves as the incumbent arrangement. The place of performance is Wright Patterson Air Force Base in Ohio, specifically the Kittyhawk District, covering six dormitory buildings ranging from 25,986 to 63,000 square feet and between 15-28 years old. While specific budget details are not explicitly stated, the comprehensive maintenance requirements suggest a significant contract value that will support complete facility management across electrical, HVAC, plumbing, structural, and appliance systems with stringent response time requirements for emergency and routine maintenance needs.
