About this opportunity

The Air Force Special Operations Command is procuring key control system installation services for dormitory facilities at Hurlburt Field, Florida. The contract requires installation of Matrix key control systems at two campus locations: a 792-bin Ultra Cabinet on the West Campus and a 288-bin Compact Desktop Cabinet on the East Campus, along with two fingerprint readers with biometric access capabilities for 963 dormitory rooms across ten facilities. The contractor must provide all materials and equipment, complete system installation, conduct remote setup, and provide product orientation to 1 SOCES personnel while adhering to federal regulations and base security protocols. The evaluation will be conducted on a lowest price technically acceptable basis, with quotes reviewed for technical acceptability on an Acceptable/Unacceptable standard before being ranked by price. Following Amendment 0001, the response deadline is September 22, 2025 at 1:00 PM CDT, with delivery required within 60 calendar days from contract award.

This procurement is designated as a 100% set-aside for Women-Owned Small Businesses under NAICS code 561621 (Security Systems Services). The total award amount is listed at $25,000,000, though this appears to represent the maximum contract ceiling rather than the expected award value for this specific installation project. The contract will be structured as a firm fixed-price arrangement with performance at two dormitory campus locations at Hurlburt Field, Florida. The project aims to transition the facilities from traditional key-based locks to a more secure fingerprint-based access system, with the contractor having a six-month period of performance beginning ten days after receiving the Notice to Proceed. No incumbent contractor information is provided in the solicitation documents.
