1.0 BACKGROUND INFORMATION

1.1. Organization. The 1st Special Operations Civil Engineer Squadron (1 SOCES), Hurlburt Field, FL is part of the 1 Special Operations Mission Support Group (1 SOMSG), 1 Special Operations Wing (1 SOW), Air Force Special Operations Command (AFSOC) located at Hurlburt Field, FL.

1.2. Mission. The 1 SOCES plans, builds, sustains, protects, and recovers the Hurlburt Field weapon system while providing multi-capable engineers ready to enable DoD missions worldwide. One of the 1 SOCES focus areas includes providing installation support to four Wings, 46 tenant units, including Headquarters AFSOC to manage 1,223 facilities, 824 dormitory rooms, across 6,634 acres of Hurlburt Field land. This includes overseeing maintenance and repairs of ten permanent party and training unaccompanied housing (UH) facilities.

1.3. Responsibilities. The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary access, licenses and permits, and for complying with any Federal, Territory, State and local laws, codes and regulations applicable to the performance of this work.

1.4. Description of Dormitories. The Hurlburt Field dormitory inventory consists of 963 permanent party (PP) and technical training (TT) beds across ten facilities, which are located on two campuses: Enlisted Dormitory Campus East and Enlisted Dormitory Campus West (APPENDIX A). Table 1 provides a brief description of each facility.

1.5. Background. The current lock system installed on multiple dormitory rooms is key-based.

This introduces challenges when residents do not have their key on hand causing them to be locked out of their rooms. Lost or unsecured keys can introduce security risks to dorm residents and their property. Dorm residents also must rely on other authorized officials to unlock the room, causing a burden on both the resident and the official. By moving to a fingerprint based key system, security of people and property is bolstered while mitigating the risk of being locked out.

2.0 DESCRIPTION OF SERVICES

2.1. Scope of Work. Contractor shall provide key control system services at two designated UH facilities located at Hurlburt Field. Services will include installation of equipment, remote setup, and product orientation.

2.2. Contractor will perform the work described in this Performance Work Statement (PWS), in accordance with federal, territory, and state regulations and policies. A list of applicable regulations, policies, and executive orders is provided in Paragraph 6.0.

2.3. Work Locations. Current Air Force estimates indicate that there are 963 rooms across two UH facilities located on East and West Campuses that require key control system services.

2.4. Accessibility Concerns. There are no known accessibility concerns. The Contractor will be notified any identified accessibility concerns within 48 hours prior to the scheduled work commencement date.

2.5. Point of Contact. The Hurlburt Field Dormitory Superintendent, 1 SOCES/CEIHD, will be the primary point of contact (POC) for communicating and coordinating with the Contractor throughout the duration of this PWS. The Hurlburt Field 1 SOCES/CEIHD POC will also serve as the 1 SOCES Inspector.

2.6. Coordination of Work. Contractor shall coordinate all work through the Contracting Officer or his/her representative and the 1 SOCES/CEIHD POC. Contractor shall contact the Contracting Officer or his/her representative before starting any preparatory work if there are questions concerning task completion.

2.7. Protection of Property. Contractor shall always protect Government property during the accomplishment of the work described in this PWS. If the Contractor damages any Government property and, the Government reserves the right to seek reimbursement from the Contractor to repair or replace damaged items.

2.8. Work Performance. Work includes installation of key control system equipment, remote setup, and training. Contractor shall ensure the job site is cleaned daily and free of debris to include areas outside and adjacent to work area. All equipment, and tools, shall be secured and stored in a predetermined location so that there is no interference with the movement or operation of military equipment. All debris shall be picked up and removed daily from job sites.

2.9. Completion of Work. Contractor shall ensure, when key control system installation activities are completed, the area will be restored to its original state that it was prior to work being conducted.

2.10. Tasks. Contractor shall provide the following key control system services in support of 1 SOCES requirements:

2.10.1. Task 1. Matrix Ultra 792 Cabinet (or Equal Product) Installation

2.10.1.1. Contractor shall install key control system at one UH facility located on West Campus. System to be installed is Matrix Ultra 792 Cabinet (or equal product) with 792 individual bins that include touch monitor, proximity reader, 800 RFID key tags and voice guidance. Location of installation will be determined by the Air Force based on accessibility, and other operational factors at the time of contract execution.

2.10.1.2. Cabinet that holds the individual bins on the West Campus must also be located and accessible at that same campus.

2.10.1.3. Materials. Contractor shall provide all materials and equipment required to install key system

2.10.1.4. Contractor will be responsible for complete installation of equipment and materials to ensure system is fully operational. Contractor shall not rely on Government personnel to assist in installation during the duration of this contract.

2.10.1.5. Contractor will ensure equipment is fully operation upon task completion.

2.10.2. Task 2. Matrix Compact 288 Cabinet (or Equal Product) Installation

2.10.2.1. Contractor shall install key control system at one UH facility located on East Campus. System to be installed is Matrix Compact Desktop 288 Cabinet (or equal product) with 288 individual bins that include touch monitor, proximity reader, 300 RFID key tags and voice guidance. Location of installation will be determined by the Air Force based on accessibility, and other operational factors at the time of contract execution.

2.10.2.2. Cabinet that holds the individual bins on the East Campus must also be located and accessible at that same campus.

2.10.2.3. Materials. Contractor shall provide all materials and equipment required to install key system

2.10.3. Task 3. Two Fingerprint Reader Installation

2.10.3.1. Contractor shall install one fingerprint reader at one UH facility on East Campus and one fingerprint reader installed at one UH facility on West Campus. Fingerprint readers will be equipped with biometric access capabilities. Locations of installation will be determined by the Air Force based on accessibility, and other operational factors at the time of contract execution.

2.10.3.2. Fingerprint reader must be installed and accessible on the same campus as the cabinet that services that particular campus.

2.10.3.3. Materials. Contractor shall provide all materials and equipment required to install key system

2.10.4.1. Contractor will provide remote setup and product orientation of Matrix Ultra Cabinet (or equal product), Matrix Compact 288 Cabinet (or equal product), and fingerprint reader systems to 1 SOCES personnel upon completion of Task 1 through Task 3.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.1. Government will provide the property, material, equipment, services, and/or information listed below solely for the purpose of performance under this contract:

3.1.1. Security. Government will provide general security forces service. Security Forces phone extensions are 911 for emergencies and 884-7114 for routine calls.

3.1.2. Emergency Medical Service. In the event of an emergency, dial 911. Contractor shall notify the Contracting Officer of all medical emergencies or safety incidents occurring on Hurlburt Field within 24 hours of occurrence.

3.1.3. Utilities. Government will furnish utilities, as available, for contractor to perform deliveries described in this PWS. Contractor shall conserve use of utilities at all times.

3.2. Contractor Furnished Property, Materials, Equipment, Services, and Information

(CFP/M/E/S/I).

3.2.1. Except for those items specifically stated to be Government-Furnished in Paragraphs 3.1 to 3.3, the Contractor shall provide all labor, materials, equipment, tools, transportation, and storage as required to perform all work in accordance with commercial practices, industry standards and manufacturer recommended installation instructions. All work shall be accomplished in accordance with applicable federal, state, and local regulations.

3.3. Storage Areas. Except for temporary, limited storage at each job site, the Government will not furnish any storage areas for the contractor’s use. In addition, the government will not provide a site on base for any contractor-owned office or storage facilities. If a parking area or space for a dumpster is required, the contractor shall request, in writing, permission from the Contracting Officer. This will be at no expense to the Government.

4.0 GENERAL INFORMATION AND REQUIREMENTS

4.1. Quality Assurance. 1 SOCES Inspector will inspect the work done. All work performed in the dormitory areas will be inspected by 1 SOCES/CEIHD personnel.

4.2. Contractor shall incorporate General Requirements provided in Paragraph 2.0 and Paragraph 4.0 into document development and work in all Tasks (see Paragraphs 2.10.1 through 2.10.4).

4.3. Responsibilities. Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary access, licenses and permits, and for complying with any Federal, Territory, State and local laws, codes and regulations applicable to the performance of this work.

4.4. No verbal or electronic correspondence shall take place between the Contractor and another individual pertaining to this contract without the inclusion of the 1 SOCES/CEIHD POC. The 1 SOCES/CEIHD POC shall be courtesy-copied (cc’d) on all emails and included on all phone calls.

4.5. Contractor is not authorized to discuss project with media or outside of any DAF channels without express written authorization from the DAF.

4.6. All material, including notes, photographs, GPS coordinates, gathered and/or developed in the performance of the tasks listed in the PWS shall be returned to and become the property of the Government and shall not be used or distributed by the Contractor without specific written permission of the DAF.

4.7. Security Requirements. Contractor and all employees shall comply with all Hurlburt

Field security requirements imposed by the local installation commander at all times while on the premises.

4.7.1. Contractors/Contractor employees and subcontractor/subcontractor employees performing work under a government contract on Hurlburt Field must have a favorable background check prior to issuance of a contractor pass or badge.

Contract employees may be electronically fingerprinted.

4.7.2. Contractor employees must present an approved form of identification, and if driving a vehicle, driver’s license, proof of insurance and vehicle registration. If individual is a registered alien, then Visa or resident alien identification card must be presented. Illegal aliens will not be allowed access to the installation.

Contractor identity must be verified against two forms of identification, one with a photograph.

4.7.3. Contractor employees who arrive at the Installation and are not on an approved Contractor list will be directed off base and to contact the Contractor Officer or 1 SOCES/CEIH. Contractors who are in possession either on their person or in their vehicle of any controlled substances or paraphernalia will be immediately denied entry to the installation. Under no conditions are firearms or any kind of weapons allowed on Hurlburt Field, Florida.

4.7.4. Commercial delivery drivers/vehicles will be allowed entry to the installation when the company logo is permanently displayed on the exterior of the vehicle, the vehicle is properly registered in accordance with state laws, and the driver has a bill of lading/delivery document indicating a specific reason to enter the installation. Magnetic signs are not considered a permanently displayed logo.

All commercial vehicles will be inspected by installation Security Forces personnel prior to being granted access.

4.8. Contractor Identification. All Contractor passes will require a picture for the pass or badge. All personnel will be processed individually, and each person will be issued a pass. In other words, no "group" passes will be issued. Contractor personnel shall wear badges identifying them as Contractors at all times. The Government will issue badges through the Base Contracting Office.

4.9. Contractor Personnel. Contractor shall ensure all employees possess the following professional qualifications before starting work under this contract. Ensure all employees have the capability to read, write, speak, and understand English.

4.9.1. Contract Manager. Contractor shall provide an on-site contract manager and alternate(s). The Contract Manager or an alternate shall be physically present when any work is being performed and shall be responsible for the performance of the work. If the Contract Manager leaves the job site for any reason and no other properly certified person is on site, all work must cease until he/she returns. The name of the On-Site Manger and alternate (s) the Contractor proposes to use, and their certifications must be provided to the Contracting Officer within 5 days after contract award. The name of this person and an alternate(s) and an off-duty telephone number shall be designated in writing to the Contracting Officer prior to the contract start date. Any change of personnel for the above positions shall be submitted to the Contracting Officer 24-hours prior to the change. The contract manager or alternate shall have full authority to act for the Contractor on all matters relating to the daily operation of this contract.

4.9.2. Contractor shall maintain a current listing of employees with supporting documentation that they are legally authorized to access the work site and perform work on a U.S. military installation. The original and one copy of this list shall be furnished to the Contracting Officer at the pre-performance conference. Personnel changes at Hurlburt Field, Florida that are made during the performance of this contract shall be sent to the Contracting Officer and 1 SOCES/CEIHD, within two (2) working days of the change.

4.9.3. Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general well being, or operational mission of the installation and its population. Where reading, understanding, and discussing safety, security, mission, and environmental issues are an integral part of a contract employee’s duties, that employee must be able to understand, read, write, and speak English.

4.9.4. Contractor shall not employ any person who is an employee of the US

Government if employing that person would create a conflict of interest.

Additionally, Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD Regulation 5500.7-R, Joint Ethics Regulations (JER). Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106, Air Force Industrial Labor Relations Activities.

4.10. Dress/Appearance. Contractor personnel shall present a clean and neat appearance.

Contractor shall not permit cut off shorts and clothing with tears, or revealing clothing or clothing with obscene or inflammatory designs, slogans, or remarks, and clothing representing military attire such as BDUs or DCUs. The site leaders shall ensure personnel wear appropriate clothes suited for their job.

4.11. Smoking, Eating and Drinking. Contractor shall permit smoking, eating and drinking only in designated areas.

4.12. Driving License/On-base Requirements. Contractor and employees shall comply with base traffic regulations at all sites. Contractor shall ensure employees have a current and valid state/country driver’s license and government license for the type of vehicle being driven before allowing the employee to operate a vehicle on Hurlburt Field, Florida.

4.13. Place of Performance. Contractor shall perform the required support at the Hurlburt Field East and West Dormitory Campus locations. Contractor personnel shall comply with all installation and facility safety and security regulations, as well as, the health, safety, and security provisions of the contract. Contractor personnel shall report security or safety problems to the Contracting Officer and/or Security Police as appropriate.

4.14. Hours of Work. Normal hours of work shall be from 0700 to 1600, Monday through Friday, except Federal Holidays. Contractor will coordinate with 1 SOCES/CEIHD POC to gain access to dormitory rooms to commence work. Work outside normal hours may be approved on a case-by-case basis, with prior approval by the Contracting Officer and 1 SOCES/CEIHD POC. If after-hours access is necessary to complete work, prior approval must be obtained by the Contracting Officer and 1 SOCES/CEIHD POC. Requests must be submitted at least four working days in advance.

4.15. Holidays and Vacation. Contractor will not normally be required to work during the following holidays. If performance is required for these holidays, it will be approved and scheduled in advance with the Contracting Officer.

If the holiday falls on a Saturday, it is observed on the preceding Friday. If the holiday falls on a Sunday, it is observed on the following Monday.

4.16. Scheduling Work. Contractor shall be issued a delivery order from the Contracting Officer per the PWS. The delivery order number shall be used on all correspondence, submittals, and invoices. Work shall begin at the time agreed to by the Contractor and the

1 SOCES/CEIHD POC.

4.17. It will be the responsibility of the 1 SOCES/CEIHD POC and the contract project manager to agree to a time for the work to be accomplished which is most advantageous to all parties involved.

4.18. Waste Reduction and Recycling. Contractor shall make every attempt to reduce generation of solid waste to the maximum extent practicable.

4.18.1. Contractor shall take all practicable steps to recycle eligible waste derived during the project at the Base Recycling Center. Eligible waste includes any office paper, cardboard, plastic, or metal wastes related to a project. Contractor shall consult with 1 SOCES/CEIHD to determine if waste products not listed here are eligible for recycling, as ascertained by the Installation Environmental Element. In instances where recycling of waste is not feasible, Contractor must acquire written prior approval from 1 SOCES/CEIHD to dispose, as determined by the Installation Environmental Element.

4.18.2. Contractor shall transport solid waste (items not utilized by Base Recycling Center) off Government property and dispose of it in compliance with Federal, State, and local requirements for solid waste disposal.

4.18.3. All wastes, whether recycled or landfilled, shall be weighed prior to disposal.

Detailed disposition, to include; manifests, weight tickets, receipts, and invoices, information shall be reported in writing at the end of the project to the Contracting Officer and 1 SOCES/CEIHD for record-keeping/reporting to Environmental Element, 1 SOCES/CEIE.

4.18.4. Waste Diversion: In advance of waste disposal, the Contractor shall provide a list of project-related waste materials that will be separated for reuse, salvage, or recycling, associated weights and estimated cost savings shall be reported to the Contracting Officer and 1 SOCES/CEIH for record-keeping/reporting to Environmental Element, 1 SOCES/CEIE at the end of the project.

4.18.5. In accordance with Florida Administrative Code 62-701.300, solid waste, including refuse and construction and demolition debris, shall not be stored within 200 feet of jurisdictional wetlands or water bodies. Design for pads that will house solid waste dumpsters must reflect the 200 feet set-back from jurisdictional wetlands, water bodies and any stormwater conveyance structure.

Segregation measures shall be employed so that no hazardous or toxic waste is co-mingled with solid waste.

4.18.6. Vehicles used in transporting refuse shall be covered and enclosed to prevent spillage.

4.18.7. Expense and cleanup of any on- or off-base spills caused by the Contractor are the responsibility of the Contractor.

5.0 PERIOD OF PERFORMANCE

5.1. Period of performance shall start 10 Days after Notice to Proceed (NTP), receipt of order and coordination with the Government and will end sixth months after NTP.

7.0 FINAL ACCEPTANCE

7.1. Contractor shall request a Final Inspection from the Contracting Officer Representative and/or his or her designee after all work has been completed, work site and lay-down areas have been cleaned and restored to original condition, all Contractor equipment has been removed from the installation, and all work meets the required specifications.

7.2. 1 SOCES Inspector will submit a 100% work acceptance letter to the Contracting Officer.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1. Government will provide the property, material, equipment, services, and/or information listed below solely for the purpose of performance under this contract:
