About this opportunity
The Department of Justice intends to award a delivery order for Tyler Technologies' Application Platform Reasonable Accommodation solution and associated services on a sole-source basis via the NASA Solutions Enterprise-Wide Procurement (SEWP) V Government-Wide Acquisition Contract, with the award made on September 30, 2026.
The justification cites FAR 16.507-7, items peculiar to one manufacturer, based on market research conducted June through September 2026 that evaluated three leading commercial off-the-shelf case management solutions. Tyler Technologies was the only solution meeting all DOJ requirements: processing approximately 6,000 reasonable accommodation requests and 10,000 short-term disability requests annually while maintaining 40,000 existing cases; operating in a FedRAMP-authorized cloud environment; ensuring HIPAA and Privacy Act compliance for personally identifiable information and protected health information; and providing pre-configured reasonable accommodation workflows tailored to DOJ components without substantial custom software development. The anticipated order consists of a one-year base period and four one-year option periods. Competition is restricted to authorized NASA SEWP V contract holders (Groups B, C, and D) authorized to sell Tyler Technologies products. The contracting officer determined anticipated costs will be fair and reasonable based on competitive quotes among authorized resellers and established SEWP contract pricing under FAR 15.4. The action supports Executive Order 14275, "Restoring Common Sense to Federal Procurement," dated September 23, 2025. The contracting activity is the Office of Acquisition Management, Procurement Services Section, with control number JMD26JA-PSS0030.
