About this opportunity
The Bureau of Land Management seeks to award multiple Indefinite Delivery/Indefinite Quantity contracts to provide environmental support services for the Federal Orphaned Well Program on behalf of the Department of the Interior and Department of Agriculture. Services include compliance and NEPA support, well investigation, plugging and abandonment design, air quality monitoring, environmental testing, data gathering and analysis, and project inspection. Evaluation will consider technical qualifications and responses to capability questions. Interested vendors must register for an industry day on June 15, 2022.
The total contract value is estimated at $50 million per award under NAICS code 541620 for environmental consulting services. Over 70 vendors attended the industry day held on June 15, 2022 representing small, large, veteran-owned, women-owned, and Native American-owned businesses. Funding to plug and reclaim orphaned oil and gas wells on federal lands will be provided through the 2021 Bipartisan Infrastructure Law. Responses to the pre-solicitation notice were due July 2022 and awards are scheduled to be made between February and April 2023.

Purpose: The Bureau of Land Management (BLM) is issuing a Request for Information pursuant to FAR Part 10 Market Research for a contemplated multiple award contract vehicle for the Federal Orphaned Well Program on behalf of the Department of the Interior and Department of Agriculture. This specific posting is for support services required for the Federal Orphaned Well Program.
The applicable North American Industry Classification System (NAICS) code anticipated to be assigned to this requirement is 541620 - Environmental Consulting Services with a size standard of $16.5M. The estimated total value may be up to $50M per contract.
The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation.
Additional Information: Various attachments, including a Statement of Objectives, are included with this posting with additional information about this requirement. All documentation is considered to be in a DRAFT format and has been provided for comment. Comments received may be used to make corrections, revisions, and/or other requirement changes depending on the nature and type of information received.
Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
Industry Day/Information Exchange: The BLM intends to hold an Industry Day for the purpose of interactively exploring capabilities available within the industry for a full range of environmental services relating to the plugging and abandonment of orphaned oil and gas wells on Federal lands. BLM is looking to gain information that will facilitate an effective and efficient acquisition process for the required services, create business partnerships, and incorporate best practices of the industry community beneficial to meeting the goals of this project.
The virtual Industry Day for this requirement will be held on June 15, 2022 from 9 AM MT through 10:30 AM MT.
Following the Industry Day event, a listing of participants and presentation materials will be made publicly available.
Registration/Submission Instructions: The Government will not review general capability statements. Registration is required for Industry Day attendance, and the event link will be provided upon completion. Interested respondents will also be asked to provide the following information and responses to capability questions.
