Department of the Interior Orphaned Well Federal Program

Support Services

Statement of Objectives Background President Biden signed the Infrastructure Investment and Jobs Act (IIJA)/Bipartisan Infrastructure Law (BIL) on November 15, 2021. This landmark investment will rebuild America’s critical infrastructure, tackle the climate crisis, advance environmental justice, and drive the creation of good-paying union jobs. By addressing long overdue improvements and strengthening our resilience to the changing climate, this investment in our communities across the country will grow the economy sustainably and equitably so everyone gets ahead for decades to come.

The Department of the Interior (DOI) is establishing a Federal Program and Grants Program to address orphaned wells. The Federal program will include the Department of the Interior, its bureaus and offices that have responsibility for orphaned wells, and the Department of Agriculture, U.S. Forest Service (USFS). The IIJA/BIL appropriated $250 million to the DOI for the Federal Program. The Bureau of Land Management (BLM) has primary responsibility for administration of the Federal Program.

Purpose This special notice is being advertised to inform the industry community that the BLM intends to hold an Industry Day for the purpose of interactively exploring capabilities available within the industry for a full range of services relating to the need for various environmental services in support of the plugging and abandonment of orphaned oil and gas wells on Federal lands. BLM seeks to gain information that will be conducive to facilitating an effective and efficient acquisition process for the required services, foster business partnerships, and incorporate the best practices of the industry community beneficial to meeting the goals of this project.

General Scope BLM is considering issuing a solicitation to establish a multiple award indefinite vehicle for the environmental services needed to support the plugging and abandonment of orphaned oil and gas wells on Federal lands. The term ‘orphaned well’ with respect to Federal land means a well that is not used for an authorized purpose, such as production, injection or monitoring; for which no operator can be located; for which the operator of which is unable to plug the well; and to remediate and reclaim the well site; or that is within the National Petroleum Reserve Alaska.

Required environmental services may include, but are not limited to, the following:

Compliance and NEPA support services Soil surveys

Well investigation services (including well inventory, downhole wellbore evaluation, well schematic services)

Plugging and abandonment design Air quality monitoring and modeling Environmental testing Environmental data gathering and analysis Project inspection services

Period of Performance If a solicitation(s) is posted, the resultant award is anticipated to include a one-year base period with four subsequent one-year option periods.

Place of Performance Well sites will be located across the continental United States and Alaska and under the jurisdiction of various Federal Land Management Agencies. The BLM is contemplating awarding multiple award pools for the plugging and abandonment services geographically by oil and gas basins follows:

The required support services outlined in this Statement of Objectives may be required at any location in the continental United States.

Performance Objectives

1. Compliance and NEPA Support Services

a. The National Environmental Policy Act (NEPA) 42 U.S.C. § 4321 (NEPA) requires that all branches of government quantitatively analyze and disclose the environmental impacts prior to undertaking any federal action. Prior to engaging and completing plugging and abandonment activities on Federal Orphaned Wells, the responsible land management agency must ensure compliance with NEPA on the affected property.

b. The contractor will assist, coordinate and complete land use plans in the environmental analysis for, and preparation of land use plans and NEPA documents.

These could include categorical exclusions (CXs), environmental assessments (EAs), environmental impact statements (EISs), and Records of Decision (ROD).

Additionally, the contractor will assist in public scoping, perform meeting facilitation, and conduct inventory, monitoring, data analysis, and other environmental analyses on a variety of topics.

2. Soil Survey

a. The contractor shall provide qualified expertise for the examination, description, classification and of soils around a specific orphaned well, or groups of wells, as needed, to support orphaned well closure.

3. Well Investigation Services

a. The contractor will provide qualified expertise to perform well investigation services.

The contractor shall determine GPS locations of wells via physical site survey or other accepted method. The contractor shall document surface characteristics of wells; this shall include detailed descriptions of surface equipment and photographs.

b. The contractor will perform surveys to determine wellbore and well site are in safe condition to conduct activities, wellbore configuration and if there is any downhole equipment present in the wellbore.

c. The contractor will utilize all available well information to create well schematic deliverables.

4. Plugging and Abandonment Design

a. The contractor shall develop an approach and method of execution for Plugging & Abandonment for the selected well in accordance with the requirements of BLM Onshore Oil & Gas Order 2.

b. Plugging and Abandonment Designs shall be provided to the Government for comment, and the Government may consult local oil and gas entities for concurrence.

The contractor shall then incorporate comments and produce the final design.

5. Air Quality Monitoring and Modeling

a. The contractor shall measure methane at the selected site(s) before and after plugging and abandonment is implemented in accordance with the requirements of Attachment 2 – Federal Orphaned Wells Methane Measurement Guidelines. The measurements shall then be used to calculate an emissions rate.

b. The contractor may be required to perform additional modeling or monitoring activities as needed.

6. Environmental Testing

a. The contractor shall conduct required, sampling, testing, and monitoring of environmental contaminants in soil, air, and water (both surface and groundwater), as needed to support orphaned well closure.

7. Environmental Data Gathering and Analysis

a. The contractor shall review all available environmental documentation on specific orphaned wells or groups of orphaned wells and provide analysis of environmental regulatory compliance (both Federal and State), potential environmental data gaps, and recommendations in support of orphaned well closure.

8. Project Inspection Services

a. The contractor shall provide on-site inspection services during plugging and abandonment work to monitor progress, workmanship, quality and conformance with contract documents, and safety standards.

b. The contractor shall complete a Daily Report for each day of on-site construction activities.

Operating Constraints Orphan well sites may be located in remote areas containing challenging terrain or plant growth inhibiting access. Seasonal, cultural and/or environmental constraints may also exist in accessing certain orphan well sites.
