About this opportunity
The Department of the Interior Interior Business Center is conducting market research through a Request for Information (RFI) for a comprehensive enterprise document routing and workflow management system. The agency seeks commercial off-the-shelf (COTS) solutions capable of handling secure, web-based document routing, review, approval, and concurrence processes across the department, with features including multi-step routing, electronic signatures, attachments management, and artificial intelligence integration. The system must accommodate 50-75,000 potential users and meet stringent security requirements including FedRAMP Authorization, multi-layered record security, and comprehensive audit logging. Vendors must submit responses by July 15, 2025 at 10:00 a.m. ET, limited to 10-page single-sided written responses with optional product videos. The evaluation will focus on tool functionality, implementation timeline, pricing structure including tiered pricing, compliance capabilities for Section 508, FOIA, and NARA requirements, and vendors' willingness to provide a two-week test environment for up to 30 DOI employees.
This opportunity does not utilize any set-aside designation and is classified under NAICS code 541512 for Computer Systems Design Services. No incumbent contractors or current service providers are identified in the documentation, and no specific award values or budget ranges are disclosed as this is purely a market research initiative. The system is anticipated to serve between 50,000 to 75,000 users across the Department of the Interior enterprise. Additionally, DOI will conduct a limited number of 2-hour capability briefings from July 9-25, 2025, at the Main Interior Building in Washington, D.C. This RFI serves solely for acquisition planning and market research purposes and will not result in any contract awards, with responses informing future formal acquisition packages.
