About this opportunity

The Department of the Interior, Interior Business Center, seeks regional rental market survey services across 16 nationwide survey regions to support compliance with OMB Circular A-45 requirements, with proposals due October 17, 2026 at 1:00 PM ET. The procurement is a Women-Owned Small Business (WOSB) set-aside, unrestricted under NAICS 925110.

The contract is firm-fixed-price with a base period from November 1, 2026 through October 31, 2027, and four one-year option periods extending through October 31, 2031 on a rotating four-year survey cycle. The contractor will collect approximately 3,100 to 4,400 rental market comparables annually across 150 to 200 communities nationwide, including data on rental units (houses, apartments, mobile homes, trailer pads), utility costs (electricity, natural gas, water, sewer, propane, fuel oil, trash removal), and verification of medical and dental service availability. The base period requires 3,330 comparables across four regions (Arizona/Nevada, Oregon/Washington, Northeast, and Guam) with staggered delivery dates through September 2027. Subsequent option periods cover additional regions including Southeast, Hawaii, Alaska, and California. Total contract potential reaches approximately 19,820 comparables if all periods and incremental options are exercised. All data must be delivered electronically to the iQMIS web-based system. The contractor bears full responsibility for data accuracy, methodology, quality assurance, and personnel, with no government-furnished equipment beyond three YubiKey security keys.

Evaluation will weight technical approach, corporate experience, and management plan equally at 40 percent combined, with price at 60 percent. Amendment 0001 issued October 2, 2026 answers questions submitted by offerors. The Government reserves the right to award without discussions and will select the proposal offering best overall value. Christopher Morningstar is the contracting officer; Matthew Heller (703-964-8845) is the solicitation point of contact.
