About this file
This is a Questions and Answers (Q&A) document addressing offeror inquiries regarding a federal contract solicitation for survey work. The document clarifies six key areas of the solicitation.
The Q&A confirms that Corporate Experience evaluation under Section M may include relevant experience from proposed teaming partners or subcontractors performing material portions of the requirement, with offerors responsible for explaining applicability to their role. The three Technical subfactors—Technical Approach, Corporate Experience, and Management Plan—carry equal weight in evaluation and are not listed in descending order of importance. For invoicing purposes, contractors may propose a deliverable/payment approach tied to accepted survey region deliverables rather than requiring completion of entire regional surveys before invoicing. Regarding Attachment E data elements, the Government clarifies that no elements are marked as required, and offerors should refer to Section C and Attachment E for guidance on field completion and default values. The optional-increment CLINs in Attachment G are designed to support additional survey work across different regions in different years based on the recurring regional survey cycle, providing the Government flexibility to order optional increments for specific regions as circumstances warrant. The controlling proposal due date is October 17, 2026 at 1:00 PM, resolving a discrepancy between the SF 1449 Block 8 and continuation text.

Question # Offeror Question Answer
For purposes of the Corporate Experience subfactor, may the Government consider relevant corporate experience of a proposed teaming partner or subcontractor that will perform a material portion of the requirement, or will Corporate Experience be evaluated solely based on the prime Offeror?
For the Corporate Experience subfactor, the Government may consider the relevant corporate experience of a proposed teaming partner or subcontractor that will perform a material portion of the requirement. It is up to the offeror to explain how the subcontractor's Corporate Experience is applicable to their role in the fulfilling the requirements.
2 Under Section M, are the three Technical subfactors—Technical Approach, Corporate Experience, and Management Plan—of equal importance, or are they listed in descending order of importance?
Under Section M, the three Technical subfactors of Technical Approach, Corporate Experience, and Management Plan are all of equal importance. They are not listed in descending order of importance as each subfactor carries the same weight in the Government’s evaluation.
For invoicing purposes, may the Contractor invoice monthly for completed and accepted comparables delivered during that billing period, or must an entire regional survey or deliverable set be completed and accepted before invoicing?
The offeror may propose a deliverable/payment approach. Invoices will be tied to accepted survey region deliverable.
For Attachment E data elements not marked “Reqd,” and for fields with stated default values, must the Contractor independently verify and populate each applicable field when information is available, or are the stated defaults acceptable when information cannot be verified from reliable sources?
Attachment E does not reference any elements that are marked required. Please refer to Section C and Attachment E.
Please confirm the intended regional applicability of the optional increment CLINs in Attachment G, as certain optional-increment descriptions appear to reference regions associated with different performance periods.
The optional‑increment CLINs in Attachment G are designed to support additional survey work if needed. As described in the solicitation, DOI surveys different regions in different years based on the recurring regional survey cycle. Therefore, the optional‑increment CLINs allow the Government to order optional survey increments associated with the region(s) applicable to that given performance year, should additional data collection be required.
Each region is surveyed in its designated year, and the optional CLINs simply provide the Government the flexibility to obtain optional survey increments for those regions if circumstances warrant it.
Please confirm the controlling proposal due date. SF 1449 Block 8 shows October 17, 2026 at 1:00 PM, while the continuation text on page 2 states that responses must be received by 1:00 PM ET on October 16, 2026.
The due date is October 17, 2026 at 1:00 PM.
