About this opportunity

The Defense Logistics Agency (DLA) Energy is seeking a proficiency-testing program for petroleum laboratories that will enable performance improvement and result comparison across multiple testing facilities. The program requires comprehensive services including petroleum product procurement, sample preparation, packaging, distribution, statistical analysis, and report generation for specific fuel types such as Aviation Turbine Fuels, #2 Diesel Fuel, and Engine Oil Lubricants. The laboratory correlation program must adhere to International Organization for Standardization (ISO/IEC) 17043:2010 standards and compile population statistics according to ASTM D6300 and ISO 13528:2015 guidelines. Interested parties can submit detailed capability statements via email to ralph.1.dayougar@dla.mil by 9:00 A.M. EST on December 30, 2025. DLA Energy intends to issue the solicitation in January 2025, with an estimated period of performance beginning May 1, 2025.

The pre-solicitation notice indicates no specific set-aside designation and reveals ASTM International as the intended sole-source contractor under FAR 13.5 and FAR 6.302-1 authorities. The government asserts that no alternative source has been identified offering a correlation or proficiency testing program meeting their specific requirements for petroleum testing laboratories. While no specific award value was disclosed, the comprehensive nature of the program suggests a significant contractual commitment. The program will cover petroleum product testing across multiple fuel categories, with a focus on maintaining high-performance standards and facilitating global test result comparisons. The solicitation process remains non-competitive, with the government reserving full discretion to determine procurement approach based on received capability statements.
