About this opportunity

The National Transportation Safety Board seeks documentation, examination, and testing of polyethylene pipe pieces from a February 2026 natural gas pipeline incident in Centreville, Virginia, with quotes due May 29, 2026 at 4:00 PM EST. This is a full and open competition RFQ (9531BM26Q0007) for commercial testing services under FAR subpart 12.6, with no set-aside applied.

The contractor must perform six task areas: documenting as-received pipe condition; detailed documentation of two pipe pieces; non-destructive inspection and testing using computed tomography x-ray and leak testing per ASTM standards; sectioning and mechanical exposure with digital microscopy and scanning electron microscopy analysis; and chemical and physical property analysis including density, melt flow index, and ring flattening testing. The contractor must provide all supervision, personnel, and equipment, and accommodate up to eight NTSB representatives for 2–5 days of on-site witness observation.

The contractor must hold ISO 17025 accreditation or demonstrate equivalent competency, provide fully trained personnel with resumes, and execute a non-disclosure agreement prior to commencing work. Period of performance is 60 calendar days from contract award, with all deliverables including factual reports and digital image files due within that timeframe. The contract is firm fixed-price with billing at 100 percent of the quoted value upon completion of all task areas.

Award will be made on a best value basis with technical qualifications, testing plan, and past performance weighted significantly higher than price. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice.

The solicitation is issued as a request for quotation (RFQ).  The RFQ number is 9531BM26Q0007.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541380, Testing Laboratories and Services, with a small business size standard of $19 million.  This combined synopsis/solicitation is issued under full and open competition.

The National Transportation Safety Board (NTSB) solicits quotes for services to perform Documentation, Examination, and Testing of Pipe Pieces in accordance with the terms and conditions of the RFQ and RFQ Section C, Statement of Work.  See the attached RFQ for a list of contract line item number(s) and item(s), quantities and units of measure.
