About this opportunity
The U.S. Department of State Bureau of Global Talent Management is seeking document imaging and technical support services through a Labor Hour contract. The primary objective is to provide onsite and hybrid staffing to systematically upload personnel files into the eOPF application, assist with locating and requesting prior service Official Personnel Folders, and support records information management processes. The contract will involve scanning, indexing, and quality assurance of various human resources documents, including I-9 forms and Foreign Service Reserve Corps applications. Interested parties must submit responses to the Market Research Questionnaire by June 26, 2024, with submissions limited to three pages and sent via email to Christine George, Contract Specialist, and Jeanette Russell, Contracting Officer. The anticipated start date for the contract is September 2024, with the procurement classified under NAICS code 561410 for Document Preparation Services.
The procurement has no specific set-aside designation and is open to all qualified vendors. The contract is anticipated to have a size standard of $19 million, with the primary focus on labor hour support for document management and technical assistance. The scope of work involves converting human resources records into electronic format using ePower and EHRI document imaging and workflow applications. Potential vendors will need to demonstrate capabilities in document preparation, electronic file management, and technical support for human resources record keeping. The contract will require providers to work both onsite and in hybrid environments, supporting the Department of State's efforts to modernize and digitize personnel record management systems. While specific award values are not explicitly stated, the procurement suggests a comprehensive approach to document management services with a potentially significant contract value.
