About this opportunity

The US Census Bureau is conducting market research for commercial on-site document destruction and shredding services across its six regional offices, with responses due by July 31, 2026. This is a sources-sought notice only; no solicitation or contract award will result from this market research.

The requirement spans one base year with three one-year option periods and includes secure destruction of sensitive but unclassified (SBU) and controlled unclassified information (CUI) documents. Performance occurs at six Census Bureau Regional Offices located in Atlanta, Chicago, Denver, Los Angeles, New York, and Philadelphia. The government seeks service-disabled veteran-owned, HUBZone, 8(a), veteran-owned, woman-owned, and small disadvantaged businesses alongside large firms under NAICS 561990.

Contractor personnel must undergo background checks appropriate for sensitive information handling. Services require NAID AAA Certification or equivalent industry-recognized certification and compliance with federal information security and privacy requirements. The contractor must provide wheeled secure containers (64/65-gallon bins averaging 200 lbs capacity), with quantities ranging from 4 to 10 bins per regional office. Biweekly pickup and destruction during standard business hours (8:00 AM to 4:30 PM, Monday through Friday) are required, with potential on-call services. Chain of custody documentation includes RFID tracking, time-stamped logs, and certificates of destruction. Subcontracting destruction services requires prior government approval.

Interested parties submit capability statements of 2–3 typed pages (12-point Times New Roman, Microsoft Word format) to pamela.a.miller@census.gov by July 9, 2026 at noon EST. Respondents must identify CAGE Code, Unique Identifier Number, GSA/FSS contract number if applicable, socio-economic status, business size by NAICS code, and demonstrated ability to service all six regional offices. Questions are due by July 7, 2026 at 1:00 p.m. EST to the same address.
