About this file
This is a Request for Information (RFI) issued by the U.S. Census Bureau's National Processing Center to conduct market research for secure document destruction and shredding services. The RFI, Action ID REQ-26-2857, explicitly states that no solicitation is currently available, no contract will be awarded based on this market research, and no funds are available. The proposed NAICS code is 561990, and the government is specifically seeking to identify small business sources capable of performing the required services.
The Census Bureau requires secure, reliable, and certified paper shredding and document destruction services for six regional offices located in Atlanta, Chicago, Denver, Los Angeles, New York, and Philadelphia. Service requirements include NAID AAA Certification or equivalent industry-recognized certification, compliance with federal information security and privacy requirements for sensitive but unclassified (SBU) and controlled unclassified information (CUI), and adherence to all relevant federal, state, and local regulations. The contractor must provide wheeled secure containers (64/65-gallon bins averaging 200 lbs capacity), with quantities ranging from 4 to 10 bins per regional office. Biweekly pickup and destruction services are required during standard hours (8:00 AM to 4:30 PM, Monday through Friday), with potential on-call services coordinated through the Contracting Officer's Representative. Chain of custody requirements include RFID tracking, time-stamped logs, and certificates of destruction provided to the COR upon service completion. All contractor personnel must undergo background checks appropriate for sensitive information handling, and subcontracting of destruction services requires prior government approval. The anticipated period of performance is one base year with three option years. Interested parties must submit responses in Microsoft Word format limited to 2–3 typed pages using 12-point Times New Roman font by July 9, 2026 at noon EST to pamela.a.miller@census.gov. Company information requirements include CAGE Code, Unique Identifier Number, GSA/FSS contract number if available, socio-economic status, business size by NAICS, and demonstrated ability to service all six regional offices. Questions must be submitted by July 7, 2026 at 1:00 p.m. EST to the same email address with the subject line "Questions – Document Destruction," and answers will be posted to the RFI Synopsis and GSA Advantage site.
