About this opportunity
The U.S. Coast Guard seeks dockside repair and maintenance services for USCGC BEAR (WMEC-901), a 270-foot cutter, with proposals due August 28, 2026. The procurement is a Women-Owned Small Business set-aside and carries a firm fixed-price contract type.
Place of performance is Portsmouth, Virginia. The period of performance runs September 10 through October 2, 2026. Work includes renewal and preservation of ballast tank top structure in Tank 4-228-1-W, encompassing crop and renewal of 18 square feet of tank top plating, 10 linear feet of structural members, and 3 square feet of baffle plating beneath the Emergency Diesel Generator. Prior to repairs, the contractor must conduct 50 ultrasonic thickness measurements and submit findings. Following structural work, the contractor must prepare and coat renewed and disturbed portions using the interior paint system specified in SFLC Standard Specification 6310, applying power tool cleaning to bare metal and feathering edges. The tank must remain open for a minimum of 24 hours after completion, with 24-hour advance notice before closing. All work must comply with SFLC Standard Specifications 0000, 0740, and 6310, applicable Coast Guard drawings, and occupational safety standards under 29 CFR Part 1915.
The contractor must provide Ship Repairer's Liability and Comprehensive General Liability insurance at $500,000 per occurrence each, full Longshoremen's and Harbor Worker's coverage, and State Workmen's Compensation. The contractor's material markup is capped at 20 percent. Condition Found Reports are due within 24 hours of inspection; Critical Inspection Reports by September 14; all other inspection reports by September 18. The contractor must submit comprehensive scheduling documents within three working days of vessel arrival. Payment is made based on percentage or stage of completion; invoicing begins at 25 percent completion with a 10 percent holdback retained until all deliverables are accepted.
