About this opportunity

The Department of Agriculture Forest Service seeks hazardous fuels reduction on approximately 1,012 acres across two post-Hurricane Helene projects on the Pisgah National Forest (Dobson Knob and Oldway Ridge Roses Mountain) in North Carolina, with proposals due July 30, 2026 and a mandatory site visit July 14, 2026. This is a total small business set-aside (NAICS 113310, 500-employee threshold).

Place of performance is Nebo, NC 28761, on the Grandfather Ranger District. Work involves cutting and removing included sawtimber (non-pay item) and small roundwood (3,365 tons estimated for Dobson Knob; 3,705 tons for Oldway Ridge Roses Mountain), with all material delivered to Bridgewater Forest Products chip mill in Morganton, North Carolina. The period of performance runs from award through March 1, 2027, with work commencing within ten calendar days of notice to proceed. Hardwood sawtimber requires minimum 15-inch diameter at breast height; softwood requires 12-inch minimum DBH. Small roundwood requires minimum 4-inch DBH and 12-foot length. Timber scaling uses load count methodology with conversion factors of 25 tons per load for standard tractor-trailers and 17 tons per load for short trucks, paid at rates in the Schedule of Items with a minimum acceptable offer of $0.25 per ton.

Evaluation weights technical approach at 40 percent, benefit to local community at 30 percent, relevant past performance at 20 percent, and cost at 10 percent. Contractors must price all pay items on the schedule. The government may make one or multiple awards. Contractors must comply with Service Contract Act wage determinations and submit separate technical and price proposals addressing work activity plans, methods, equipment, key personnel, timing, local hiring and procurement strategies, and past performance on similar projects completed within the last three years (five years for damage class designation treatments). All work requires compliance with Forest Service erosion control, environmental, and safety protocols, including directional felling away from private lands and streams and seeding of disturbed areas within specified timeframes. Government inspection requires 90 percent minimum acceptable quality level for delivered material; work quality below this standard must be corrected within 24 business hours or risks contract termination. The contracting officer is Chad A. Bullock (chad.bullock@usda.gov, 970-765-1763). Proposals should be submitted to Quotes.0jam5p1fwn44chzr@u.box.com.
