About this opportunity

The Defense Manpower Data Center, procuring through GSA Assisted Acquisition Services, intends to award a sole-source extension to Peraton Enterprise Solutions LLC under Call Order 22 (Order 47QFMA21F0023) on the Federal Supply Schedule for Entitlements and Benefits maintenance and modernization services.

The justification rests on preventing service interruption and transition inefficiency. Peraton is the incumbent contractor on the original order, awarded June 11, 2021, for $130,978,150.04 as a combination Firm Fixed Price and Labor Hour contract. The extension covers a three-month base period starting June 11, 2026, followed by two option periods of two months and one month respectively. Peraton is deemed the only source capable of delivering these services at the requisite quality level within the required timeframe, as a competitive procurement would require an estimated six-month lead time, creating substantial inefficiencies during contractor transition. The extension maintains critical IT services including program and project management, application and database management, software sustainment, and modernization of Defense Enrollment Eligibility Reporting System (DEERS) components. The new competitive procurement for Benefits Application Sustainment and Integration Services (BASIS) is proceeding simultaneously under the Defense Enterprise HR Applications and Data Services Multi-Award BPA. Place of performance is Seaside, California. The contracting officer is Mike Levy (michael.levy@gsa.gov). The interagency agreement number is 47QFMA10S0001.

Notice text

Entitlements and Benefits (EnB) manages applications supporting real-time determination of eligibility for Department of Defense (DoD) entitlements and benefits, including medical, dental, life insurance, education, and commissary programs, as well as Morale, Welfare and Recreation (MWR) activities such as Exchange privileges and recreational activities. Under this requirement, DMDC aims to ensure that EnB systems and applications are fully compatible and integrated with current software and hardware within DMDC across all operating environments and that they are fully functional for external users and stakeholders to the greatest extent possible. The contractor will support the full range of software development lifecycle IT services, such as development, modernization, and enhancement across EnB programs, ensuring uninterrupted service of existing applications, integrating other systems and related software.

Awarded contract GS03Q17DSA0008 to unknown vendor for unknown amount on 2026-06-09.
