About this file

This is a Federal Supply Schedule (FSS) Sole Source Justification for a modification to an existing federal contract order.

The GSA Assisted Acquisition Services (AAS) Army is extending Call Order 22 (Order 47QFMA21F0023) for Entitlements and Benefits Maintenance and Modernization Services in support of the Defense Manpower Data Center (DMDC) located in Seaside, California. The original order was awarded June 11, 2021, in the amount of $130,978,150.04 as a combination Firm Fixed Price (FFP) and Labor Hour (LH) contract consisting of one 12-month base period and four 12-month option periods. The extension is for a maximum of six months, structured as a three-month base period starting June 11, 2026, followed by a two-month option period and a one-month option period. The incumbent contractor, Peraton Enterprise Solutions LLC, will continue providing essential EnB services while a new order titled Benefits Application Sustainment and Integration Services (BASIS) is competitively procured under the Defense Enterprise HR Applications and Data Services (DEHRADS) Multi-Award Blanket Purchase Agreement (BPA). The extension is necessary to prevent service interruption and allow DMDC to maintain critical IT services including program and project management, application and database management, software sustainment, and modernization of Defense Enrollment Eligibility Reporting System (DEERS) components. The justification cites that Peraton is the only source capable of providing these services at the requisite quality level within the required timeframe, as a competitive procurement would require an estimated six-month lead time and result in substantial inefficiencies during contractor transition. The contracting officer, Mike Levy (michael.levy@gsa.gov), certified that the limited sources approach is in accordance with requirements and the best interest of the Government. The interagency agreement number is 47QFMA10S0001.
