About this opportunity
The Defense Logistics Agency (DLA) issued a Limited/Sole Source Justification Notice for a 60-day extension of cyber security services for their Electronic Point of Sales (EPoS) environment from June 6, 2025 through August 5, 2025. The services include 24x7x365 monitoring and incident response to cybersecurity threats within the EPoS environment, which requires dedicated resources due to its size and unique structure. The sole source justification is based on the need to prevent a gap in service between the originally awarded contract and an upcoming recompete, as well as the contractor's specialized knowledge of the EPoS infrastructure and proven experience with network engineering, Intrusion Detection Systems, and Security Information and Event Manager (SIEM) technologies. While the awarded vendor is identified as Horizon Industries Ltd. in the supporting documentation, the main notice indicates the contract SP4709-17-D-0028 was awarded to an unknown vendor for an unknown amount on June 5, 2025. The extension serves as a bridge contract to ensure continuous cybersecurity protection while DLA CERT prepares to competitively award a new contract for this requirement before August 3, 2025.
Notice text
DLA has a requirement to provide Cyber Security Service Provider services for EPoS which includes 24x7x365 monitoring and response to cybersecurity incidents that occur within the environment. Due to the size and unique structure of the EPoS environment dedicated resources are required. The extension is needed to ensure EPoS will continue operating securely and will receive immediate incident response support as well as build new alerting mechanisms as they are required. This option will be an extension to the current services being provided under Task Order SP4709-22-F-0048 which was competitively awarded to prevent a gap in service between the originally awarded contract and the recompete.
Awarded contract SP4709-17-D-0028 to unknown vendor for unknown amount on 2025-06-05.
