Industries Ltd. on a sole-source basis in the interest of economy and efficiency because it is a logical addition to the Initial Task Order. All JETS Indefinite Delivery Indefinite Quantity (IDIQ) contract holders were provided fair opportunity to be considered for the Initial Task Order award.

3. DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEED/ESTIMATED DOLLAR AMOUNT:
DLA has a requirement to provide Cyber Security Service Provider services for EPoS which includes 24x7x365 monitoring and response to cybersecurity incidents that occur within the environment. Due to the size and unique structure of the EPoS environment dedicated resources are required. The extension is needed to ensure EPoS will continue operating securely and will receive immediate incident response support as well as build new alerting mechanisms as they are required.
This option will be an extension to the current services being provided under Task Order SP4709- 22-F-0048 which was competitively awarded to prevent a gap in service between the originally awarded contract and the recompete.
4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY (SEE FAR
16.505(b)(2)) AND THE SUPPORTING RATIONALE, INCLUDING A
DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF
THE EXCEPTION CITED:
Currently, per FAR 16.505(b)(2)(i)(B), an exception to the fair opportunity process is justified because only Horizon Industries Ltd. can provide the required support services at the level of quality required. The services required are unique and highly specialized. This extension request requires extended performance by contractor personnel who are uniquely familiar with the Agency’s EPoS infrastructure.
The skill sets necessary to satisfy this Agency requirement are currently unique to the incumbent contractors, who have remained successful through competitive award. Horizon Industries Ltd. is uniquely qualified to support these efforts based on their institutional knowledge, properly certified personnel, properly credentialled personnel, personnel with security clearances and access tokens, and proven past performance to date in support of EPoS. While other companies may have experience with network engineering services and sustainment activities, only Horizon Industries Ltd. has experience with the network infrastructure, Intrusion Detection Systems, Security Information and Event Manager (SIEM) and specialized customization specific to EPoS. In addition, Horizon Industries ltd. has specific experience with properly monitoring, triaging and responding to cybersecurity incidents within the EPoS environment.
The External Application Incident Response (EAIR) services follow-on contract will be solicited and is expected to be awarded before August 3, 2025. Immediate use of an alternate contractor at this
CUI
Source Selection Information- See FAR 2.102 and 3.104 interval will result in lack of the highly specialized knowledge required to support EPoS. As an initial matter, use would result in delays in the required effort due to (1) time lost in the transition process from contractor to contractor while they become familiar with the complex application; (2) onboarding of new contractors coupled with reissuance of Common Access Cards (CACs) and IT levels; (3) issuance of alternate smart card tokens for administrative access to network devices; (4) issuance of alternate smart card tokens for access to classified network components; (5) secure room access and training requirements to work on classified networks; (6) inventory, accountability, and relocation/shipment of the DLA property in the contractor owned and contractor operated warehouse and technical lab facility; (7) subsequently gaining proper accesses to the numerous DLA Cybersecurity environments/platforms, which will cause the majority of the delays. Extending EAIR services from Horizon will ensure continuance of protection of critical infrastructure to the warfighter in support of fueling missions. The Contractor shall ensure proper security clearance in accordance with full familiarity with operation processes and procedures, and full compliance with site specific regulations, processes and procedures when operating Government owned or leased equipment.
The protection of DLA’s mission critical assets and infrastructure is dependent upon the monitoring and response by DLA CERT. The Task order requires this extension to provide extended support services to meet DLA’s requirements. The follow-on requirement is currently being created and should be awarded prior to the end of the subject extension.
5. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:
As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable. It is anticipated that the Government will use various price analysis techniques including, but not limited to: (1) Comparison of proposed prices to historical prices paid; (2) Comparison of proposed prices with independent Government cost estimates; and (3) Comparison of proposed prices obtained through market research for the same or similar items such that the anticipated cost to the Government will be fair and reasonable. Prices will be determined fair and reasonable prior to exercising the option.
6. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:
N/A.
7. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE EXCEPTION TO
FAIR OPPORUNITY BEFORE ANY SUBSEQUENT ACQUISITION FOR THE
SUPPLIES OR SERVICES IS MADE:
At this time, the required support services must be awarded to Horizon Industries Ltd. on a sole-source basis because only they can provide the highly specialized support services at the level of quality required by the Agency. Following this extension supporting continuity of on-going Incident Response efforts, the DLA CERT acquisition strategy is to competitively award task orders for a new contract for this requirement before August 3rd, 2025.
