About this opportunity
The Defense Logistics Agency Energy (DLA Energy) is seeking potential vendors to provide ongoing ground fuel support for the DLA Energy 3.10 Fuel Program across the Hawaiian Islands, specifically targeting O'ahu, Maui, Hawai'i, and Kaua'i. The Request for Information (RFI) is designed to identify businesses capable of supplying various fuel types, including diesel, gasoline, aviation turbine fuel, ethanol, and biodiesel. Interested vendors must respond by April 28, 2025, and provide comprehensive details about their technical capabilities, fuel supply capacities, service areas, and transportation modes. The agency will evaluate responses based on factors such as company background, fuel types available, geographic coverage, and participation in socioeconomic programs. A critical component of the evaluation will include verifying vendor information in the System for Award Management (SAM) website, which must identify the company's status under NAICS 324110.
The contract is anticipated to be a requirements-type, fixed-price agreement with economic price adjustment, covering an estimated ordering period from January 1, 2026, through December 31, 2030. The total estimated fuel quantity is approximately 30 million gallons, encompassing more than 62 line items across multiple fuel types and delivery methods including drums, tank trucks, and tank wagons. There is no specific set-aside designation for this opportunity, and no incumbent contractors are explicitly mentioned in the documentation. Vendors will be expected to demonstrate the ability to provide uninterrupted fuel support to the Department of Defense and federal civilian agencies, with a focus on meeting environmental compliance standards and technical specifications for each fuel type. The solicitation will be electronically posted to SAM.gov, with a comprehensive Q&A period occurring between April 18 and April 22, 2025, to provide potential vendors an opportunity to seek clarification on the requirements.
