About this opportunity

The Defense Logistics Agency (DLA) Energy has published an annual procurement forecast for petroleum acquisitions anticipated during fiscal year 2026. This Special Notice outlines DLA Energy's estimated requirements for various petroleum products totaling approximately 80.535 million barrels across multiple categories. The forecast includes bulk and PCS (Petroleum, Oil, and Lubricants) at 72.400 million barrels, intro-plane fuel at 3.841 million barrels, bunkers at 1.969 million barrels, and non-contract petroleum at 2.325 million barrels. The notice applies to both foreign and domestic petroleum acquisitions and falls under NAICS code 324 for Petroleum and Coal Products Manufacturing. DLA Energy emphasizes that these quantities represent estimates only and contractors should refer to individual solicitations for precise requirements.

The primary purpose of this Special Notice is to provide advance visibility to potential contractors regarding DLA Energy's petroleum acquisition plans for FY2026, enabling the agency to reduce standard procurement timeline requirements under international trade agreements. Under FAR Part 5 and World Trade Organization Government Procurement Agreement provisions, publishing this annual forecast allows contracting officers to reduce the standard 40-day period between synopsis publication and offer receipt to as few as 10 days for qualifying acquisitions. The notice does not specify particular eligibility criteria or set-aside requirements, indicating these procurements will be full and open competition. Contractors interested in pursuing these petroleum supply opportunities are advised to monitor individual solicitations as they are released, since the forecast figures serve only as planning estimates rather than firm procurement commitments. This advance planning tool supports DLA Energy's mission to provide reliable petroleum products to military operations while streamlining the acquisition process through improved market awareness.

Notice text

In accordance with FAR part 5, for acquisitions covered by the World Trade Organization Government Procurement Agreement or a Free Trade Agreement, the period of time between publication of the synopsis notice and receipt of offers must be no less than 40 days. However, if the acquisition falls within a general category identified in an annual forecast, the availability of which is published, the contracting officer may reduce this time period to as few as 10 days.
