About this opportunity

The Defense Logistics Agency Energy issued an annual procurement forecast on September 14, 2026, publicizing estimated petroleum acquisition volumes for fiscal year 2027 to enable the contracting officer to reduce synopsis-to-receipt periods from 40 days to 10 days under FAR Part 5 and applicable trade agreements.

DLA Energy forecasts total petroleum acquisitions of 77.476 million barrels in FY 2027, broken down as follows: Bulk and Personal Consumption Sales (69.344 million barrels), Intra-Plane (3.939 million barrels), Bunkers (2.012 million barrels), and Non-contract (2.182 million barrels). These quantities represent estimates of both foreign and domestic sourcing and do not bind the government to final volumes.

Prospective offerors should monitor individual solicitations from DLA Energy for precise quantities, specifications, and contract terms rather than relying on this forecast. The forecast serves primarily as a procedural mechanism to support compressed solicitation timelines on subsequent petroleum acquisitions falling within these general categories.

Notice text

In accordance with FAR part 5, for acquisitions covered by the World Trade Organization Government Procurement Agreement or a Free Trade Agreement, the period of time between publication of the synopsis notice and receipt of offers must be no less than 40 days. However, if the acquisition falls within a general category identified in an annual forecast, the availability of which is published, the contracting officer may reduce this time period to as few as 10 days.

The Defense Logistics Agency (DLA) Energy is publicizing its annual forecast with the general type and quantity that DLA anticipates procuring during fiscal year 2027.  The forecast represents estimated quantities foreign and domestic.
