About this opportunity

The Defense Logistics Agency Energy (DLA Energy) is seeking sources for a Bulk Petroleum Products Western Pacific/Middle East Program through a Sources Sought Notice. The agency is specifically looking to procure bulk fuel products including Turbine Fuel Aviation JP5, Turbine Fuel Aviation JA1, and Naval Distillate F76 for military operations in the Western Pacific and Middle East regions, with specific focus on outlying areas like Guam and Wake Atoll. Potential suppliers must be petroleum refiners that meet small business qualification standards, which include having no more than 1,500 employees or 200,000 barrels per calendar day of total operable atmospheric crude oil distillation capacity. The pre-solicitation notice requires interested vendors to provide detailed company information, fuel supply capabilities, transportation modes, and contact details. The solicitation is scheduled to be released in March 2025, with responses due by March 21, 2025, and interested parties are encouraged to submit capability statements, though failure to respond will not disqualify firms from future bidding.

The procurement is not currently set aside exclusively for small businesses, but potential set-asides will be considered based on responses received. The anticipated contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ), Fixed Price with Economic Price Adjustment, covering an ordering period through December 31, 2026, with a delivery period from January 1, 2026 through December 31, 2026, including a 30-day carryover period. The total estimated annual bulk requirements are substantial: 140,475,000 USG of JP5, 280,358,005 USG of JA1, and 201,804,001 USG of F76. Delivery methods will include tanker, barge, truck, rail car, and pipeline, with all solicitation materials to be available exclusively on SAM.gov. Importantly, vendors must use the mandatory Bulk Offer Entry Tool (OET) for electronic submission and signing of offers, including the SF1449 form.
