About this opportunity

The Defense Logistics Agency Energy is conducting market research for the Inland/East/Gulf Coast/Offshore (IEG) Bulk Petroleum Products Program through this Sources Sought Notice. The procurement seeks suppliers capable of providing four types of aviation and naval fuel products: JP8 turbine fuel, JP5 turbine fuel, JAA turbine fuel, and F76 Naval Distillate, all meeting specific military specifications (MIL-DTL-83133K, MIL-DTL-5624X, ASTM D-1655-24, and MIL-DTL-16884P respectively). Companies must demonstrate their capability to supply these fuel types, identify their sources of supply, and specify available transportation modes including tanker, barge, truck, railcar, and pipeline delivery methods. This notice serves as a planning tool only and does not constitute a formal solicitation, though a competitive solicitation may be released in July 2025 if market interest is sufficient. Interested parties must respond by June 20, 2025, at 3:00 pm Eastern Time, and a pre-proposal conference is tentatively scheduled for July 30, 2025, at 11:00 am Eastern Time via Zoom.

This opportunity includes a partial small business set-aside designation, specifically targeting small businesses, 8(a) participants, HUBZone concerns, service-disabled veteran-owned small businesses, and women-owned small businesses under NAICS code 324110 (Petroleum Refining). To qualify as small, petroleum refiners must have either no more than 1,500 employees or no more than 200,000 barrels per calendar day total Operable Atmospheric Crude Oil Distillation capacity, including all affiliates and facilities. The estimated annual requirements are substantial, totaling over 1 billion gallons of fuel products: 1,226,500 gallons of JP8, 166,048,000 gallons of JP5, 748,934,500 gallons of JAA, and 117,938,000 gallons of F76. The government anticipates awarding Indefinite Delivery/Indefinite Quantity contracts with Fixed Price and Economic Price Adjustment terms, featuring an ordering period from award through March 31, 2027, and a delivery period from April 1, 2026, through March 31, 2027, with a 30-day carryover provision. No incumbent contractors or specific award values are mentioned in this pre-solicitation notice.
