About this opportunity
The Defense Logistics Agency Energy is procuring annual bulk petroleum products for the Atlantic, Europe, and Mediterranean region, including aviation turbine fuels (JA1, JP5, and JP8) and naval distillate fuel (F76). The primary contract requirement is a minimum lift guarantee of 75%, with delivery to be made exclusively via tanker and pipeline; FOB Destination tanker offers will not be accepted. The solicitation emphasizes cost savings strategies and allows for potential supplemental solicitations to meet increased requirements during the delivery period. Evaluation criteria and specific weightings have not been detailed in this pre-solicitation notice, though vendors should prepare to demonstrate their capability to meet the large volume requirements and delivery logistics. Key dates include the pre-solicitation posting on October 16, 2025, and a due date of November 6, 2025, with the full solicitation to be available via sam.gov and accessible through the Offer Entry Tool (OET) system.
This procurement carries no set-aside designation, meaning all qualified vendors may compete regardless of business size or ownership status. The tentative annual requirements are substantial: 173,909,000 USG of JA1, 41,619,000 USG of JP5, 25,800,000 USG of JP8, and 75,917,000 USG of F76, totaling approximately 317.2 million gallons across all fuel types. The delivery period runs from July 1, 2026, through June 30, 2027, with an additional 30-day carryover period to accommodate orders placed near the end of the ordering window. While no specific contract value is disclosed in this notice, the volume of fuel quantities suggests a significant procurement valued in the hundreds of millions of dollars. Interested vendors must familiarize themselves with the Offer Entry Tool system and submit all offers through the OET platform, as hard copy solicitations will not be available.
