About this opportunity

The Defense Logistics Agency seeks drain and purge services for military equipment across CONUS, Hawaii, and Alaska, with proposals due October 16, 2026. This is a 100% Small Business Set-Aside under NAICS 562119, with a $47.0 million size standard.

Place of performance spans CONUS, Hawaii, and Alaska. The contractor must remove used oil, fuel, brake fluid, hydraulic fluid, transmission fluid, antifreeze, lube oil, filters, spill debris, batteries, and refrigerants from engines, maintenance platforms, lift trailers, jacks, generators, electrical shop equipment, spray units, trucks, armored military vehicles, cargo trailers, forklifts, tractors, and gas turbines. The contract is structured as a Firm-Fixed-Price IDIQ time-and-materials agreement with one 12-month base period and two 12-month option periods, not to exceed three years total. The contractor must establish a 30-calendar-day performance standard from task order issuance, provide certificates of drainage within 72 hours of completion, and assume responsibility for spills or leaks resulting from contractor actions. Recycling and disposal are included in hourly rates except for R-12 and Halon, which must be returned to the government in UN-approved DOT containers.

Pricing must include both fixed-price and time-and-materials components for the entirety of services quoted. Service Contract Labor Standards apply; the government has attached wage determinations for Alaska and Alabama regions. The contract minimum is $500.00 with a maximum of 200% of estimated contract value. Award will be made to the responsible offeror demonstrating best value based on past performance (significantly more important than price) and pricing. Amendment 2, posted October 9, added wage determination attachment, Service Contract Labor Standards clause 52.222-49, and Q&A clarifications addressing wage determination application across all regions and subcontracting compliance measurement at the contract level by end of base period and each option period.
