About this opportunity
The Western Area Power Administration (WAPA), Desert Southwest Region (DSWR) has issued a Special Notice for the Disturbance Monitoring Equipment (DME) M9000 Controller System. WAPA intends to award a sole source contract to Utility Systems Inc. (USI) under FAR Part 13, Simplified Acquisition, implemented by FAR 6.302-1, to provide the DME M9000 Controller System and on-site technical support.
The purpose of this notice is to satisfy the North American Electric Reliability Corporation (NERC) Protection and Control (PRC)-002-2 compliance requirement. WAPA has a requirement for the DME M9000 Controller System, and USI is the only vendor that can provide the compatible controllers that communicate with the existing USI DME equipment and offer the necessary technical support. This is not a request for competitive quotes or proposals, but WAPA will consider responses from responsible sources within 7 days to determine if a competitive procurement should be conducted instead of the sole source award to USI. The contract will include 3 days of on-site technical services support from USI. The opportunity is set aside for small businesses.
