About this file

This document is a Single Source Justification (SSJ) for the Western Area Power Administration (WAPA) to award a firm-fixed-price contract to Utility Systems Inc. (USI) for the Disturbance Monitoring Equipment (DME) M9000 controller system at the Liberty and Pinnacle Peak substations. WAPA requires the updated controllers to satisfy the North American Electric Reliability Corporation (NERC) Protection and Control (PRC)-002-2 compliance requirement. USI is the only vendor that can provide the compatible controllers that communicate with the existing USI DME equipment and offer the necessary technical support. WAPA has standardized on USI DME equipment within the Desert Southwest region to meet the NERC PRC-002-2 requirement. The contract will also include 3 days of on-site technical services support from USI. This is not a request for competitive quotes or proposals, but WAPA will consider responses from responsible sources within 7 days to determine if a competitive procurement should be conducted instead of the sole source award to USI.

The USI M9000 is the only controller that communicates with other USI DME equipment gathering the necessary information. USI is the only vendor that sells a controller for gathering and updating information from USI DME equipment.

USI is the only source that can provide technical support to install and operate USI equipment, and no other vendor can offer these services for USI DME controllers.

Desert Southwest standardized on the USI DME. USI DME is the only equipment used to perform NERC PRC-002-2 within DSW. The only vendor that makes a controller that works with USI DME equipment is USI. A three day on site technical services support is also required with this request.
