About this opportunity
The Bureau of Land Management Nevada Region seeks dispatch communication services for the 2026 Burning Man event, with quotes due June 29, 2026, at 1300 PDT and questions due June 12, 2026, at 1300 PDT. The procurement is a women-owned small business set-aside under NAICS 561990 with a $16.5 million size standard.
Place of performance is the Black Rock Desert within the Black Rock Desert–High Rock Canyon Emigrant Trails National Conservation Area, administered by the BLM Winnemucca District Office. The Burning Man event establishes a temporary community for approximately eight days; on-site operations run August 20 through September 9, 2026, with the full period of performance extending July 1 through September 30, 2026. The Government will provide lodging for 17 personnel only, with no additional accommodations available within commuting distance.
The contractor must staff the BLM Emergency Dispatch Center 24/7 with 17 personnel comprising 2 Assistant Center Managers, 3 Licensed Mobile Support Technicians, and 12 Mission Support Technicians. All personnel must hold state 911 Public Safety Telecommunicator certification (recognizing out-of-state credentials), Nevada Department of Public Safety Telecommunicator certification, FBI CJIS Security Training, and FEMA certifications (IS-100, IS-144, IS-250A, IS-20.17, IS-907). Personnel must document 3–10 years of law enforcement dispatch experience depending on position and obtain favorable background investigations meeting NCJIS standards by July 27, 2026.
Total estimated hours are 4,518 (680 pre-event training, 510 on-site training, 3,328 event operation). The contract is firm fixed price. Service Contract Act wage determination 2015-5601 applies to occupation code 43-5031, Public Safety Telecommunicators. Evaluation weighs technical capability, key personnel and relevant experience, and past performance (minimum three recent and relevant experiences within five years) significantly more heavily than price. Quotes are submitted in two parts: Technical and Past Performance (Part 1, no pricing) and Price (SF 1449). The anticipated award date is the week of July 1, 2026. The Contracting Officer is Tyler Johnson and the Procurement Office Representative is Caitlyn Warner.
