About this file
This is a Request for Quote (RFQ) for dispatch communication services in support of the Burning Man 2026 event, issued by the Bureau of Land Management (BLM) Nevada State Office.
The solicitation seeks dispatch communication services for the Burning Man event held annually on the Black Rock Desert within the Black Rock Desert–High Rock Canyon Emigrant Trails National Conservation Area, administered by the BLM Winnemucca District Office. The event establishes the temporary community of Black Rock City for approximately eight days. The period of performance runs from July 1, 2026, to September 30, 2026. Quotes must be submitted electronically via email to Caitlyn Warner (Caitlyn_Warner@ios.doi.gov) and Tyler Johnson (Tyler_Johnson@ios.doi.gov) no later than June 22, 2026, at 1300 PDT. Questions must be submitted by June 12, 2026, at 1300 PDT. This is a women-owned small business (WOSB) set-aside with a NAICS code 561990 and size standard of $16.5 million. The solicitation is unrestricted regarding small business status, and no formal pricing is provided in the document; offerors must complete Standard Form 1449 with their pricing.
Evaluation will be conducted using a best-value trade-off process based on three factors: Technical Capability (regularly established in the industry, technical approach, personnel qualifications, and staffing), Key Personnel and Relevant Experience (proposed personnel qualifications and recruitment plan if applicable), and Relevant Experience/Past Performance (minimum three recent and relevant experiences within the past five years). Technical and past performance combined are significantly more important than price. Quotes must be submitted in two separate parts: Technical and Past Performance information (Part 1, no pricing) and Price (SF 1449). The contract incorporates standard FAR and Department of Interior clauses, Service Contract Labor Standards wage determinations, and green procurement requirements. The designated Contracting Officer is Tyler Johnson, and the Procurement Office Representative is Caitlyn Warner.

The Offeror shall submit the completed Standard Form 1449 and acknowledge all amendments, if any, in addition to the Technical, Past Performance, and Price information requested below.
Quotes shall be submitted in two parts consisting of:
(1) Technical and Past Performance information. Part 1 should not contain any price information for this project.
(2) Price (SF1449).
Each part shall be separate and complete in itself so that evaluation of one may be accomplished independently of the other. The Government is not responsible for locating or obtaining any information not identified in the submission.
Sufficient and detailed information must be presented in the submission to enable the Government to evaluate the quote fully in accordance with the Evaluation and Award Factors set forth in this solicitation.
The Government is not obligated to ask for additional information and in the absence of appropriate information the contractor’s submission will be rated deficient.
52.212-2 Evaluation – Commercial Products and Commercial Services DEVIATION
MAR 2026
Note: Quotes will be evaluated based on a best value, trade-off process.
(a) The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote is most advantageous to the Government, price and evaluation factors identified below. This acquisition is being conducted under the Acquisition of Commercial Products and Commercial Services of FAR Part 12.
Best Value allows the Government to consider or award to an offer who’s Price might not be the lowest offer, but the offeror’s proposal is more advantageous in Technical Capability and/or Past Performance.
The Government may consider award to other than the lowest priced offeror or other than the highest technically rated offeror when it is in the best interest of the Government.
1. Evaluation Process:
In accordance with FAR 12 (FAR Overhaul - Part 12 | Acquisition.GOV) the Government will perform a comparative evaluation of quotes. A comparative evaluation is defined as the act of comparing one quote to another in a side-by-side fashion.

Location: BLM-NV Black Rock Solicitation Number: 140L3926Q0027
• No Formal Scoring is required: The Government is not required to use formal evaluation plans, precise weighting, or adjectival scoring (e.g., "Excellent" or "Blue").
• Direct Comparison: IAW FAR 12, Quotes will be compared against one another to determine which provides the best value. The Government will use their professional business judgment to determine if a quote’s technical superiority or more favorable terms (e.g., faster delivery, longer warranty) justifies a higher price. However, the Government may first perform a price analysis. If the lowest-priced quote provides the best value, the Government may award to that quoter without further comparison to other quotes.
2. Evaluation Factors:
The following factors will be used to evaluate quotes:
• Technical Capability: Vendors shall demonstrate their ability to meet the specifications in the Statement of Work with a technical narrative to address, at a minimum, the following items:
• Technical Capability:
a. Offerors must be regularly established in the industry providing the requested services.
b. The technical submittal should include the suggested technical approach to accomplish the required services in the Statement of Work. There is no specific format, but offerors should include relevant information related to personnel qualifications, staffing, management planning, etc. in order to give the Government reasonable assurance that the offeror can successfully perform the contract requirements.
• Key Personnel & Relevant Experience & Qualifications:
a. Include a list of proposed personnel and their relevant experience & qualifications.
b. If the contractor plans to hire new staff to fulfill the needs of this contract then a plan of recruitment must be submitted in the proposal. The plan must identify how the contractor plans to recruit, & hire qualified staff and ensure they are trained and ready to perform at the time the performance period begins. There is no flexibility in the period of performance of these services as they support a planned Recreational Event so the recruitment plan must give the Government the assurance the contractor can acquire staff to meet the need and perform to contract requirements.
Include only information relevant to this project and the contractor's proposal. Address each item described above.
• Relevant Experience (Past Performance): At least 3 recent and relevant experiences in size and scope within the past 5 years.
Past performance will be evaluated to assess the level of confidence the Government has that the offeror will be successful in performing the tasks outlined for this effort in the SOW based on the extent to which an offeror has successfully performed and managed contracts, similar in nature to this acquisition. The recency and relevance of past performance, source of information, context of the data, and general trends in performance will be considered. The Government will consider
Location: BLM-NV Black Rock Solicitation Number: 140L3926Q0027 performance quality of the offeror’s past performance by determining how well the contractor performed to establish a qualitative overall risk assessment rating for the past performance factor.
Other Sources of Information. In evaluating past performance, the Government may consider data provided by the offeror, as well as, past performance data on other projects obtained from other available sources, such as the Contractor Performance Assessment Reporting System (CPARS), the System for Award Management (SAM) or other Government databases; interviews with COs, Contracting Officer’s Representatives (CORs), and/or Project Inspectors with specific knowledge of the offeror’s performance to conclude general trends in the quality of work in the offeror’s performance record. While the Government may consider all available information and sources, the burden to provide complete, recent, and relevant past performance information rests with the offeror.
If a performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, a neutral confidence rating will be assessed.
Provide past performance references can include the following information:
1. Name of Project
2. Location of Project
3. Contract Number
4. Period of Performance
5. Total cost for Project
6. Name of Agency/Entity
7. Point of Contact for Agency/Entity (including Phone & Fax Numbers)
8. Complete and thorough description of services performed (to show specific relevancy to this project). Description should include specifics about the scope of projects completed. This information is requested to assist in evaluation of relevancy to this project in terms of type, complexity, and magnitude.
• Price: Total evaluated price. Offeror to complete the Standard Form (SF) 1449 in full including pricing. Price should include ALL costs associated with the completion of the project per the attached Statement of Work.
Technical and past performance when combined are significantly more important than price.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Location: BLM-NV Black Rock Solicitation Number: 140L3926Q0027
(a) Definitions. For the purposes of this provision and the Freedom of Information Act (5 U.S.C. 552), the following terms shall have the meaning set forth below:
(1) “Trade Secret” means an unpatented, secret, commercially valuable plan, appliance, formula, or process, which is used for making, preparing, compounding, treating or processing articles or materials which are trade commodities.

(b) If the offeror, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the Freedom of Information Act, (5 U.S.C. 552), the cover page of each copy of the proposal shall be marked with the following legend:
“The information specifically identified on pages ______ of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract.”
(c) The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:
“This page contains trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act and which is subject to the legend contained on the cover page of this proposal.”
(d) Information in a proposal identified by an offeror as trade secret information or confidential commercial and financial information shall be used by the Government only for the purpose of evaluating the proposal, except that (i) if a contract is awarded to the offeror as a result of or in connection with submission of the proposal, the Government shall have the right to use the information as provided in the contract, and (ii) if the same information is obtained from another source without restriction it may be used without restriction.

The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. (f) The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government. However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.
