About this file

This is an amendment containing questions and answers to clarify the Statement of Work (SOW) for Dispatch Communication Services at Burning Man 2026. The solicitation, issued by the Department of the Interior Bureau of Land Management Nevada Region (Solicitation Number 140L3926Q0027), seeks a fixed-price contract for telecommunications dispatch services supporting the event from July 1, 2026, through September 30, 2026, with on-site operations from August 20 through September 10, 2026. The amendment clarifies critical discrepancies in the original SOW regarding staffing requirements, total hours, and timeline dates.

The contractor must provide 17 personnel trained in dispatch operations comprising 2 Assistant Center Managers (ACMs), 3 Licensed Mobile Support Technicians (LMSTs), and 12 Mission Support Technicians (MSTs) to deliver 24/7 dispatch services. The total estimated hours for the service period is 4,518 hours, comprising 680 pre-event training hours, 510 on-site training hours, and 3,328 event hours. All personnel must obtain appropriate state 911 telecommunicator certifications (recognizing out-of-state credentials) and FBI CJIS Security Training before August 22, 2026 arrival. Background check documentation must be submitted to the Pershing County Sheriff's Office by July 27, 2026. The contract is subject to Service Contract Act wage determination 2015-5601 for occupation code 43-5031 (Public Safety Telecommunicators). The anticipated award date is the week of July 1, 2026. The event location is remote with austere conditions in a designated area on the playa; the Government will provide lodging for 17 personnel only, with no additional accommodations available within commuting distance.

AMENDMENT 0001

Solicitation Number: 140L3926Q0027 Solicitation Title: Dispatch Communication Services for Burning Man 2026 The purpose of this amendment is to provide responses to vendor questions received regarding the subject solicitation. The following questions and answers are hereby incorporated into the solicitation.

QUESTIONS AND ANSWERS

Question 1:

The Period of Performance listed on SF 1449 is 07/01/2026 to 09/30/2026. This contradicts the SOW, which identifies the Period of Performance as both June 27, 2026 (estimated) through December 31, 2026 (page 9) and July 1, 2026, through December 31, 2026 (page 20). Can the Government please clarify the Period of Performance for this contract?

Government Response:

The period of performance is July 1, 2026, through September 30, 2026. This should give enough time for the background checks and travel coordination if applicable before the event and a period for the contractor to bill after the event. The dates for travel and the time they will be on the playa are from August 20, 2026 - leaving the morning of September 10, 2026.

Question 2:

Page 5 of the SOW gives the Event Hours for Assistant Center Managers as “2 (ACM's) x 14 (Hours each / 12 @ site) x 16 (Days of providing dispatch services) = ~488 hours.” However, this equation results in 448 hours, not 488. Can the Government please update the solicitation to reflect the correct number of ACM Event Hours?

Government Response:

Two ACMs will be needed for 16 days at 14 hours per day. The correct total number of hours needed during the event for ACMs is 448.

Question 3:

Page 5 of the SOW states that the Total Event Hours are ~3,878. However, using the listed hours of 488 for ACMs, 576 hours for LMSTs, and 2,304 hours for MSTs, the total should be 3,368 hours. If 448 ACM hours are assumed, the total should be 3,328 hours. Can the Government please clarify the expected Total Event Hours?

Government Response:

The total event hours is 3,328 hours.

Question 4:

On page 3 of the SOW, bullet 17 requires the release of 2 Mission Support Technicians per shift from the event, beginning with post-patrol. However, on page 20, post patrol ends on September 9, 2026, which is the same end date for the operational period requiring 24/7 full dispatch operations. Can the Government clarify when post patrol begins and ends?

Government Response:

Post patrol for the 2026 Event occurs from 8 September 2026 to 9 September 2026 with demobilization on 10 September 2026.

Question 5:

The SOW provides two different due dates for background check documentation: June 27, 2026 (page 7) and July 1, 2026 (page 20). Can the Government clarify which date is the correct due date for background check documentation?

Government Response:

Background check documentation is due by July 27, 2026.

Question 6:

We understand that the SOW indicates 17 personnel will receive event training. The SOW also requires event hours per person that exceed 40 hours per week. Would a solution that utilizes additional employees to cover the requirements of 17 FTEs be permissible? Comment by Blustain, Jonah S: @Warner, Caitlyn M I’m not sure I understand this question. Is the contractor asking if they can add more than 17 staff to reduce the hours to 40 or below? Additional clarification is needed. Comment by Warner, Caitlyn M: They are asking if they can hire additional personnel versus having 17 individuals work overtime of more than 40 hours per week.

Government Response:

No. The event is located in a remote area with austere conditions. BLM can provide lodging accommodation for 17 personnel and will be unable to house any additional. No other accommodations will be available during the event within commuting distance.

Question 7:

Attachment 1 lists a Nevada Department of Public Safety Telecommunicator Certificate and Certification among the minimum criteria. For personnel who hold current 911 telecommunicator certification in another state, please clarify if their current state credential is sufficient, whether the Nevada certification must be held at the time of proposal or assignment, or whether it is provisioned after award through the NCJIS background process and the Pershing County Sheriff's Office Terminal Agency Coordinator operator ID issuance described on pages 7 and 8. If pre-possession is required, please identify the issuing authority and the typical processing time.

Government Response:

The Government will recognize certifications issued by other states. All personnel must have the appropriate certifications before August 22, 2026.

Question 8:

For the FEMA Independent Study certifications, the FBI CJIS Security Training, and the state 911 certification listed in the minimum criteria, please confirm the point at which each must be complete: at proposal submission, by the qualification certification letter due July 25, 2026, or by the operational start on August 25, 2026.

Government Response:

FBI CJIS and state certification must be complete prior to August 22, 2026 arrival. Nevada-specific training will be handled at the Event.

Question 9:

Please confirm whether this acquisition incorporates a Service Contract Act wage determination. If so, please identify the applicable wage determination number and revision, and the corresponding wage rate for occupation code 43-5031, Public Safety Telecommunicators.

Government Response:

SCA wage determinations 2015-5601 are already attached to the solicitation.

Question 10:

Page 7 states that background documentation is due to the Pershing County Sheriff's Office by June 27, 2026. The Timeline of Key Dates on page 21 lists July 1, 2026, for background documentation and the start of the period of performance. Please confirm the anticipated award date and the date by which the awarded contractor must submit background documentation, so that the NCJIS clearance timeline can be planned against August 22, 2026, arrival.

Government Response:

The anticipated award date is the week of July 1. Background documentation must be submitted no later than COB 16:00 PDT July 27.

Question 11:

The Anticipated Work Requirements on page 5 estimate event hours by labor category. Those line items total approximately 3,368 hours, while the same section states approximately 3,878 event hours and an overall total of approximately 5,068 hours. So that our firm fixed-price proposal reflects the Government's intended staffing, please confirm the total estimated hours the Government anticipates for the service period.

Government Response:

The total estimated hours for this solicitation is 4,518. See clarifying table below:
