About this opportunity

The Naval Supply Fleet Logistics Center Norfolk, on behalf of the Naval Leadership and Ethics Command (NLEC), is seeking to procure DISC (Dominance, Influence, Steadiness, Conscientiousness) certification training to train approximately 50 facilitators across two separate sessions in April and September 2026. The vendor must provide facilitator-level training enabling participants to teach DISC to enlisted sailors, administer assessments to future sailor cohorts, and achieve formal DISC facilitator certification in the behavioral framework. Key requirements include delivering all course materials (facilitator guides, PowerPoint presentations, and participant materials), providing assessment licenses and platform access within the training cost, establishing organizational administrator accounts for NLEC San Diego, maintaining U.S.-based data storage with robust cybersecurity measures including two-factor authentication and weekly vulnerability testing, and ensuring all vendor trainers are certified in DISC methodology. The Government will evaluate proposals using a best-value tradeoff methodology, prioritizing vendors with demonstrated expertise and consistent quality in delivering DISC training, and reserves the right to award based on factors beyond lowest price if past performance information indicates another vendor may provide better value. The response deadline is March 30, 2026 at 9:00 AM EST, with quotes to be submitted via email to Kirsten N. Taylor at kirsten.n.taylor.civ@us.navy.mil.

This is a 100 percent small business set-aside with no incumbent contractor currently providing these services, and the NAICS code 611430 applies with a small business standard of $15,000,000. The estimated contract value is $15,000,000, though the actual award will depend on responsive proposals received. The procurement requires 50 total seats distributed across two training sessions: 30 seats in April 2026 (April 6-10) and 20 seats in September 2026 (September 21-24), with the contract period running from April 6, 2026 through April 5, 2027 on a firm fixed-price basis. Training will be delivered in-person at the NLEC facility located at 3975 Norman Scott Road, Building 3290, Naval Station San Diego, California 92136. Vendors may utilize any DISC assessment platform, including commercial cloud-based options such as EPIC or Wiley Everything DiSC, provided they comply with Navy security standards, PII requirements, and NMCI compatibility.

DISC is a quick and intuitive way for our enlisted sailors to understand themselves and others using DiSC—a simple yet powerful model that describes four basic behavioral styles: D, I, S, and C. DISC is currently taught in NLEC’s ELD Courses. Due to the level of impact, DISC is required for enlisted leaders for both self-awareness and awareness of others.
