Summary: Questions and Answers Document - DISC Training Procurement
This document is a Q&A record from the Navy Leadership and Ethics Center (NLEC) regarding a federal contract procurement for DISC (behavioral assessment) facilitator training. The procurement seeks to train approximately 50 participants to deliver DISC instruction within the Enlisted Leader Development (ELD) courses at NLEC San Diego. NLEC has clarified that vendors may use any DISC assessment platform (including commercial cloud-based platforms such as EPIC or Wiley Everything DiSC), provided they comply with Navy security standards and PII requirements and offer NMCI compatibility. There is no incumbent contractor currently providing these services.
Key requirements include: (1) providing facilitator-level training so participants can teach DISC to sailors, not merely understand it personally; (2) enabling participants to administer assessments to future sailor cohorts and achieve formal DISC facilitator certification in the DISC behavioral framework (vendor-specific certification is not required); (3) delivering all course materials, including facilitator guides, PowerPoint presentations, and participant materials; (4) establishing organizational administrator accounts for NLEC San Diego to manage assessments internally; (5) including assessment licenses and platform access within the training cost; and (6) implementing a two-tiered approach beginning with standard DISC learning for the 50 participants, followed by train-the-trainer preparation. The Government will evaluate proposals using a best-value tradeoff methodology, prioritizing vendors with demonstrated expertise and consistent quality in delivering DISC training. Training session length is flexible with no specified duration requirement.

1. Does NLEC require a specific DISC assessment provider, or are vendors permitted to use their own DISC assessment platform? From the best of my knowledge, no, any platform will do.
2. Alliance Training administers DISC assessments through the EPIC assessment platform.
Would this platform be acceptable for this training? Yes, as long as it is NMCI compatible and we receive training on how to operate it and it has all proper security measures in place.
3. What is the desired length and format of each training session (e.g., half-day, full-day, or multi-day)? No desired length.
4. Is the intent of the training to provide facilitator-level instruction so participants can teach DISC within the Enlisted Leader Development (ELD) courses, or is the goal primarily to strengthen facilitators’ personal understanding of the DISC model? The former, to provide facilitator-level instruction so our enlisted can teach DISC.
5. Will participants need the ability to administer DISC assessments to future cohorts of sailors, or will the assessments only be used for the facilitators participating in the April and September sessions? Yes, participants of the DISC course need to be able to administer assessments and need to be certified in DISC.
6. Are there any preferred training outcomes or competencies you would like facilitators to achieve as a result of this program? No
7. Does the Government require certification through a specific DISC vendor (e.g., TTI, Wiley Everything DiSC), or is facilitator certification in the DISC behavioral framework suƯicient?
The latter, DISC behavioral certification is suƯicient.
8. Should assessment licenses (e.g., DISC assessments and platform access) be included in the fixed-price training cost, or proposed separately? Yes, we would need that to further administer assessments.
9. Is the Government interested in establishing an organizational administrator account to enable internal management of DISC assessments following the training? Yes
10. Is there an incumbent contractor currently providing DISC training services for NLEC? No
11. What evaluation methodology will be used for this procurement (e.g., Lowest Price
Technically Acceptable or Best Value TradeoƯ)? I would say best value tradeoƯ because we want a company that is known for delivering this training consistently with quality.
12. Are commercial cloud-based assessment platforms acceptable under Navy security policies, assuming they meet required data security and privacy standards? We currently use commercial cloud-based assessment platforms. This company just needs to adhere to the PII and standards of the Navy network.
13. Participant Background
a) Have the 50 participants previously completed a formal DiSC training themselves? If so, approximately how many hours of instruction did that training include? No, they have not.
b) If they have attended DiSC training previously, is the intent of this requirement to prepare them to facilitate and teach DiSC to other Navy personnel who will attend future NLEC ELD courses? Yes, refer to question 4.
c) If the participants have not received prior DiSC training, should the vendor first deliver a standard DiSC learning experience for the participants and then provide additional train-the-trainer or facilitator preparation? Yes
14. Facilitator Materials and Course Content
a) Should the vendor provide facilitator guides, presentation materials (e.g., PowerPoint), and participant materials, or will NLEC provide the course content currently used within the ELD courses? The vendor needs to provide all training materials for the course.
15. Assessment Platform and Scoring
a) The Statement of Work indicates that “the vendor shall complete assessment scoring of data submitted by NLEC and provide the assessment scores through their platform.” Could you clarify the intended process for administering the DiSC assessments? The sentence above, in my opinion, is stating that participants will take the assessment, then the DISC platform will score it and give those scores to the participants through their platform.
b) Our organization is a Wiley DiSC Certified Partner, and we typically establish a sub-account for the client organization so participants can complete the DiSC assessment through the Wiley platform. The results and reporting can then be accessed directly by the organization.
c) If this approach is acceptable, NLEC personnel would complete the assessment through that platform, and the assessments would be purchased through our Wiley account. Please let me know if this aligns with the intent of the requirement. As long as NLEC San Diego can have admin privileges, that is fine.
16. Certification vs. Training Outcome
a) Finally, could you confirm whether the objective of this eƯort is for participants to receive a formal DiSC facilitator certification, or if the intent is to provide training that prepares them to deliver DiSC content within the ELD program? Both, our facilitators need to be certified in DISC and be able to deliver it to sailors in the enlisted leadership development course. We already teach DISC in our Intermediate Leader Development Course. Course revisions, if any, will be done after the DISC course is complete and our facilitators are certified. The only intent right now is to ensure our team is certified and giving a high quality product of DISC to the fleet.
