About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking to establish multiple award indefinite-delivery, indefinite-quantity (IDIQ) contract vehicles for comprehensive multimodal transportation and shipping services to support disaster response and recovery efforts in Puerto Rico and the U.S. Virgin Islands. The contractor must provide maritime and ground transportation of life-sustaining supplies from Continental United States ports, including containerization, warehousing, material handling, drayage, and 24/7 operational support. Critical qualifications include Jones Act compliance for maritime operations, comprehensive cargo and liability insurance, and designation of key personnel (Contracts Administration Program Manager and Contractor Operations Project Manager) with at least 7 years of experience in logistics and transportation operations with demonstrated expertise in Caribbean shipping and disaster response. Performance standards require 98 percent on-time delivery for urgent requirements and 95 percent for other requirements, with no more than 90 percent of required reports allowed to be late. The solicitation is anticipated to release on or about March 10, 2026, with responses due on or about April 20, 2026; prospective offerors must be registered in the System for Award Management (SAM) database prior to award and must monitor SAM.gov for solicitation documents and any amendments, as no telephone, email, or hard-copy requests will be accepted.
This procurement carries no set-aside designation and will be conducted as full and open competition with a small business reserve. The contract vehicle consists of a 12-month base period with two optional 12-month renewal periods, requiring the contractor to be fully operational within 48 hours of task order award. The contractor must maintain the capability to move approximately 4,000 containers and trailers monthly and operate multiple facilities with approximately 500,000 square feet of warehousing capacity at each location. All contractor personnel require background investigations commensurate with assigned risk levels and mandatory security and ethics training. The NAICS code is 483111 (Deep Sea Freight Transportation), and while no specific award value or budget range is provided in this pre-solicitation notice, the scale of operations—including continuous 24/7 support, extensive warehousing, equipment inventory, and multimodal logistics capabilities—indicates a significant contract requirement.
