About this opportunity

The Defense Health Agency seeks proposals to provide program support services for its Disability Evaluation System and related programs. The single-award contract will have a one-year base period and four one-year options, valued at a total of five years. The contractor will support policy development, program oversight, records management, and administrative functions. Proposals will be evaluated based on meeting the requirements of the forthcoming RFP to be issued on May 2020. This is a PRE-SOLICITATION NOTICE.  The solicitation associated with this notice will not be available until APPROXIMATELY 3 DAYS from the date of this notice.  Contractors should not contact the contract specialist or contracting officer seeking the solicitation.  The expected issue date for the solicitation is May, 2020.  This synopsis is not a request for a proposal, and no proposal submitted in response to this synopsis will be evaluated. No verbal or phone conversations will be accepted. 

The Defense Health Agency (DHA) has a requirement for services supporing DHA Medical Affairs and the Deputy Assistant Secretary of Defense (DASD) for Health Services and Policy Oversight (HSP&O) in their missions of policy and program development and oversight of the Disability Evaluation System (DES), the Special Compensation for Assistance with Activities of Daily Living (SCAADL), the Physical Disability Board of Review, and the Compensation and Benefits Handbook.  The contract will also provide administrative and records management support to the DHA office located in Arlington, VA.  The goal is maturing existing programs through continuous improvement and expansion of the knowledge repositories, performance, and capabilities in accordance with direction from Congress, the Secretary of Defense, and the General Accountability Office (GAO). The resulting outcome will facilitate the Military Departments’ integrated delivery of services and benefits for wounded, injured and ill Service members who may be physically unfit to continue their military service and will support efforts to minimize the impact this population has on the readiness and lethality of the force.

This procurement will be a Small Business set-aside.  All responsible Small Business Concerns that meet NAICS code 541611 size standards may submit an offer which will be considered for award.  This acquisition will utilizing Federal Acquisition Regulation (FAR) Part 15, contracting by Negotiation procedures, pursuant to Part 12, Commercial Items. 

The resulting contract will be a single-award firm fixed price (FFP) definitive contract for services with fixed unit prices (CLINs).  The projected period of performance is a one-year base period, four (4) one-year option periods, and the potential for a six (6) month extension period, if required, in accordance with FAR Clause 52.217-8, Option to Extend Services. 

Any interested Contractor must be registered in the System for Award Management (SAM) at www.sam.gov.  Any prospective bidder’s SAM registration must include the applicable NAICS code 541611 for this acquisition.

Offerors shall be responsible for monitoring the website for amendments to the solicitation until it closes.  The RFP must be retrieved and downloaded from beta.SAM.gov at www.beta.sam.gov . No hard copies of the RFP will be issued.  All amendments will be posted and must be retrieved from this website. No solicitation mailing list will be compiled.  Hand-delivered and mailed submissions of proposals will not be accepted.  Proposals must be sent electronically via email submission no later than the date and time specified in the solicitation.
