About this opportunity

The Defense Health Agency seeks proposals to provide program support services for the Disability Evaluation System, Special Compensation for Assistance with Activities of Daily Living programs, and Physical Disability Board of Review. The contractor shall provide administrative, policy development, records management, and operational support services. Proposals will be evaluated based on technical and past performance factors, with technical being most important. The closing date for receipt of proposals is June 22, 2020. Questions are due by May 20, 2020.

This procurement is set aside for small businesses under NAICS code 541611. The period of performance consists of one base year and four one-year options to be performed in Arlington, Virginia. The incumbent contractor is Booz Allen Hamilton under contracts HT001119C0007 and HT001119C0005. Offerors must have experience with programs such as the Department of Defense Disability Evaluation System.

The Defense Health Agency (DHA) has a requirement for services supporing DHA Medical Affairs and the Deputy Assistant Secretary of Defense (DASD) for Health Services and Policy Oversight (HSP&O) in their missions of policy and program development and oversight of the Disability Evaluation System (DES), the Special Compensation for Assistance with Activities of Daily Living (SCAADL), the Physical Disability Board of Review, and the Compensation and Benefits Handbook.  The contract will also provide administrative and records management support to the DHA office located in Arlington, VA.  The goal is maturing existing programs through continuous improvement and expansion of the knowledge repositories, performance, and capabilities in accordance with direction from Congress, the Secretary of Defense, and the General Accountability Office (GAO). The resulting outcome will facilitate the Military Departments’ integrated delivery of services and benefits for wounded, injured and ill Service members who may be physically unfit to continue their military service and will support efforts to minimize the impact this population has on the readiness and lethality of the force.

This procurement is set aside for Small Business Concerns meeting the size standards for NAICS code 541611. This acquisition utilizes Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation procedures, pursuant to Part 12, Commercial Items.

Submit signed and dated offers to the DHA Professional Services Contracting Division at or before the exact time specified in this solicitation. Submit offers on the SF 1449 or letterhead stationery.  See the Addendum to 52.212-1, incorporated in the solicitation, for detailed instructions.  Note that all offers must include an Organizational Conflict of Interest Mitigation Plan, even where the offeror has no prior contract performance in support of the DHA, or its predecessor, the TRICARE Management Activity.

Submit offers via email to the Points of Contact (POCs). The firewall utilized by the Government contracting office does not authorize or accept ZIP compressed files. The email system cannot accept emails with a file size greater than 6 MB. Contractors are solely responsible for this RFP’s submission expense. 

Submit questions to the POCs via email no later than May 20, 2020 at 2:00 p.m. Eastern Standard Time. The Government will post answers to questions, as well as any accompanying solicitation amendments, to the solicitation, to the Contracting Opportunities web site. The Government will not prepare answers to questions submitted after this date and time. It is the responsibility of prospective offerors to monitor Contracting Opportunities for answers to questions and for any future solicitation amendments.

Amendment 0001 incorporates answers to questions and makes other changes resulting from questions and additional agency review of the solicitation.  The amendment replaces solicitation Attachment B, Past Performance Questionnaire, to correct an error in one of the e-mail addresses.  Either version of the Past Performance Questionnaire will be accepted so resubmittal is not required for any questionnaires that have already been received by the agency.  A conformed copy of the solicitation is also attached.
