About this opportunity
The Mission and Installation Contracting Command - Fort Carson (MICC-FC) is seeking a contractor to replace and modernize the Fort Carson Installation Access Control Point (IACP) Video Surveillance System (VSS). The project requires a comprehensive upgrade of existing CCTV systems across eight access control points, involving the installation of new Milestone video management hardware and software, high-resolution IP cameras, and Automated License Plate Recognition (ALPR) capabilities. Contractors must possess Milestone certifications (Design Engineer, Integration Technician, and Integration Engineer) and be capable of configuring the system to network through Fort Carson's NIPR backbone with remote viewing accounts. The procurement will be conducted using a Lowest Price Technically Acceptable (LPTA) methodology, with a competitive evaluation focused on technical compliance and system integration capabilities. Interested vendors must submit a 5-page response by 11:00 AM MDT on May 27, 2025, and must be registered in the System for Award Management (SAM).
The contract is set aside for total small business participation, with a North American Industry Classification System (NAICS) code of 561621 and a small business size standard of $25M. The technical specifications include multiple server configurations with Intel Xeon processors, 95 XProtect Professional+ device licenses, 9 media display devices, and surveillance cameras with 3MP and 6MP resolutions. The project will involve procuring 9 Juniper 24-port switches, ALPR software, and a video management workstation, with a focus on achieving Department of Defense and Army compliance standards for cybersecurity. While specific contract value is not explicitly stated, the comprehensive nature of the system upgrade and the extensive technical requirements suggest a significant investment. The contractor will be expected to provide a 1-hour response time for hardware and software support and must ensure all equipment complies with Trade Agreement Act (TAA), National Defense Authorization Act (NDAA), and Federal Information Security Modernization Act (FISMA) policies.
